Os direitos humanos das mulheres devem estar no centro da Cimeira sobre o
Planeamento Familiar: Declaração da Sociedade Civil
Nós, organizações da sociedade civil, a trabalhar na promoção dos direitos humanos das mulheres e
jovens, apelamos aos líderes mundiais, em vésperas da “Cimeira sobre o Planeamento Familiar”,
organizada pelo governo do Reino Unido e pela Bill and Melinda Gates Foundation, para que não
percam de vista a saúde e os direitos sexuais e reprodutivos em todos os seus esforços para satisfazer as
necessidades de saúde reprodutiva, incluindo o planeamento familiar.
A informação e serviços de contracepção – o “planeamento familiar” – constituem uma parte essencial
dos serviços de saúde de que as mulheres necessitam ao longo da vida. Todas as medidas para
aumentar a procura de contraceptivos devem apoiar activamente os esforços para melhorar uma saúde
sexual e reprodutiva integrada e abrangente. Os contraceptivos devem ser fornecidos através dos
serviços de cuidados de saúde primários, tendo em plena conta os direitos humanos das mulheres e as
necessidades específicas das mulheres jovens e solteiras e outros grupos.
A nossa experiência, adquirida ao longo de décadas de trabalho em todo o mundo, ensinou-nos que as
acções que não são norteadas pelos direitos humanos das mulheres – à saúde, à vida e à não
discriminação, entre outros – podem ter consequências devastadoras. As políticas que aceitam ou,
tacitamente toleram, a esterilização forçada, a oferta coerciva de contraceptivos e a negação de serviços
essenciais para as mulheres jovens, pobres e marginalizadas que deles necessitam no dia-a-dia, violaram
e continuam a violar os direitos humanos das mulheres.
Há quase vinte anos, governos na Conferência Internacional sobre a População e o Desenvolvimento
acordaram que o respeito pela autonomia reprodutiva das mulheres é a pedra angular das políticas
demográficas. Qualquer retorno a programas de planeamento familiar coercivo, nos quais a qualidade
dos cuidados e o consentimento informado são ignorados, seria ao mesmo tempo chocante e
retrógrado. A Cimeira sobre o Planeamento Familiar deve impedir firmemente um retrocesso nos
direitos humanos das mulheres: a autonomia e o livre arbítrio das mulheres para decidir relativamente a
questões relacionadas com a saúde sexual e reprodutiva, sem qualquer discriminação, coerção ou
violência, devem ser protegidos em todas as circunstâncias.
A fim de melhorar o acesso aos contraceptivos, respeitando plenamente os direitos humanos das
mulheres, apelamos aos governos, doadores e outros intervenientes que apoiam a Cimeira sobre o
Planeamento Familiar para que:
Tomem todas as medidas possíveis para assegurar que esta iniciativa seja projectada tendo no
seu cerne a qualidade dos cuidados e os direitos humanos, de modo que não sejam introduzidas
medidas coercivas no fornecimento de contraceptivos;
Assegurem a participação significativa das mulheres, nomeadamente das jovens, em todas as
fases do projecto e implementação do programa, de forma a assegurar que os serviços respondem às
suas necessidades e a impedir violações dos direitos humanos;
Assegurem a integração do fornecimento de contraceptivos nos serviços de saúde sexual e
reprodutiva já existentes, assim como nos que vão ser criados, e a oferta de um gama completa de
métodos anticoncepcionais;
Desenhem e implementem um sistema de monitorização, avaliação e responsabilização para
acompanhar e medir o seu impacto sobre os direitos humanos das mulheres, à medida que esta
iniciativa for sendo lançada, e proceder urgentemente às correcções necessárias caso surjam indícios de
violações;
Se comprometam a ultrapassar os obstáculos legais e políticos existentes que impeçam o acesso
à informação e serviços de contracepção, sem os quais estes esforços iriam provavelmente ser
ineficazes e agravar as disparidades no acesso aos mesmos.
Em 2012, é o mínimo que se deve esperar.
