1- ESCOPO DO COMITÊ
O escopo do SC-C2 cobre aspectos técnicos,
humanos e institucionais e condições para uma
operação segura e econômica do sistema existente
considerando requisitos de segurança versus
desintegração do sistema, danos em equipamentos
em unidades geradoras
2- ÁREAS DE TRABALHO DO COMITÊ
Para o desenvolvimento dos trabalhos, estes
assuntos são divididos em 3 grandes áreas:

Os principais assuntos tratados são os seguintes:

Controle e manobra de equipamentos, controle
de tensão, controle de frequência, balanço
carga-geração, monitoramento dos limites de
carregamento do sistema e de seus
equipamentos. Estratégias para controle de

restauração de sistemas e seus equipamentos,
interação entre o sistema e unidades
geradoras., Planejamento da operação do
sistema, coordenação da capacidade do
sistema em função das necessidades de

A reunião anual do Study Committee C2 ocorreu na
cidade de Guilin, na China, no dia 26/10/2009.

Como pontos de destaque, pode-se citar:
1- Os Srs. Rui Pestana e Udo Spanel foram indicados
para o prêmio TC 2009.
2- O Sr. Armstrong decidiu não ser mais o Chairman do
SC-C2. Para o seu lugar virá o Sr. Joachim Vanzetta, da
Alemanha.

5.3.1. VIII SIMPASE
O VIII SIMPASE foi coordenado pela LIGHT e
realizado no Rio de Janeiro de 9 a 14 de agosto de 2009.
A Coordenação Técnica do Simpósio foi atribuída pelo
sistema de rodízio ao CE-C2, sendo Coordenador o eng.
Paulo Gomes.
O evento contou com a participação de 506 pessoas,
sendo 272 inscritos, e cem empresas do Setor.
5.3.2. XX SNPTEE
O Seminário Nacional foi realizado em Recife,
Pernambuco, de 22 a 25 de outubro de 2009.

PLANO DE AÇÃO PARA 2010
- Promover a troca de informações em todos os aspectos
dos campos de atividades do CE.
- Organizar e desenvolver os estudos para a produção do
conhecimento na área de produção e transmissão de
energia elétrica.
- Incentivar a elaboração e publicação de brochuras
técnicas
- Promover cursos, seminários e workshops
Realizar ao longo do ano o curso de transitórios
eletromagnético e de dinâmica de sistema de
potência, já estruturados.
- Fortalecer a disseminação do conhecimento no âmbito
interno, com o funcionamento de GTs
Neste sentido estarão sendo consolidados ao longo de
2009, dois GTs.

6.1- Atividades em nível nacional
Durante o ano de 2009 foram desenvolvidas diversas
ações no sentido de aumentar o número de membros
ativos do CE-C2, o que permitiu ao final do ano indicar
novos
representantes
brasileiros
nos
grupos
internacionais.
A etapa agora em 2010, é a consolidação de GruposEspelho destinados a apoiar os respectivos Membros
Brasileiros nas suas tarefas nos Working Groups. Os
Grupos-Espelho permitirão também um maior
compartilhamento das informações dentro do CE-C2 e
das próprias empresas.

Approval of the agenda
The agenda was approved without changes.
3. Minutes from the SC C2 meeting Paris, 2008
Mr. Hugh Jones moved to adopt the minutes. There being no objection, the draft
minutes of the 2009 Paris meeting were adopted.
4.
Personalia:

2009 TC Award
Mr. Rui Pestana and Mr. Udo Spanel were recommended for the award. The TC
has not acted on the recommendations but Mr. Armstrong did not expect any
issues.
•
C2 membership renewal
A number of members will have their terms expiring around the 2010 Paris
session time frame. The National Committees concerned are reviewing
nominations for the 2010-2012 term.
Mr. Armstrong has decided to step down. Mr. Joachim Vanzetta of Germany will
be the incoming chair. Along with the changeover, the Advisory Group will also be
disbanded. It is expected that Mr. Vanzetta will assess the need and make-up of
the Advisory Group when he takes office. The SC discussed the merit of retaining
the bulk of the Advisory Group personnel to provide continuity and the needed
expertise.
5.
Preparation of the Paris Session, 2010
•
Preferential subjects
Mr. Jean Pierre Desbrosses and Mr. Anjan Bose will serve as special reporters.
Twenty Five (25) papers have been selected for the C2 session’s preferential
subjects.
•
Large disturbance Workshop
Mr. Ken Brown will continue to chair the workshop along with Mr. Rui Pestana.
The intent is to present about 4 disturbances. Mr. Pestana indicated that the
workshop may consider revisit the 2006 blackout since more conclusive
information is now available.
Mr. Armstrong indicated that C2 had offered to the Central Office that disturbance
reviews had provided tangible benefits.
•
Poster Session - Need a coordinator
Mr. Armstrong was looking for a coordinator for the 2010 Poster session. Ms.
Susana Almeida volunteered to serve this role.
Tentative schedule shows that the C2 Poster session will be held on August 26,
2010 and the SC C2 meeting will be held on August 27. Mr. Ben Li will send a
draft time table to all members and the working group convenors to schedule their
respective meetings accordingly.
•
SC C2 technical meeting – Look for a keynote speaker
Mr. Armstrong suggested that the Paris 2010 Technical Meeting be led off by
having a brief presentation by a keynote speakers on matters that are related to
the preferential subjects. He asked all members to suggest names.

Mr. Armstrong presented the latest action list. In accordance with the
Technical Committee’s direction, he encouraged members to recommend
younger staff to participate in working group activities.
The Technical Committee encouraged more frequent posting of SC activities.
Mr. Armstrong will forward his status reports and the SC annual report to Mr. Li
for posting on the C2 website.
C2’s Strategic Plan has not been prepared. It is due April 2010. Mr. Armstrong
will work with the Advisory Group members to prepare this plan.
The Technical Committee asked that when a working group is disbanded, the
SC inform the Central Office. Further, working group rosters need to be
updated once every 6 months. Mr. Li will send the standard format for working
group membership to all convenors to provide their latest rosters.
The Technical Committee asked all SCs to identify benefits to the companies
for participating in CIGRE activities, by its spring 2010 meeting. Mr. Armstrong
asked all members to provide ideas before the end of this year.
C2 Working group progress of work.
7.1 Real time system operation and control (Advisor - Nisheeth Singh)
WG C2.11 System control in light of recent developments in Substation
control (Convenor - M. Power)
Mr. Armstrong reported on behalf of Mr. Singh that activities of the WG C2.11
are unwinding. A new working group will be proposed.
WG C2.13 Voltage and VAR support in System Operation (Convenor - R.
Pestana)
Mr. Pestana reported that the working group had a slow start due to nomination
process. There are currently 8 members. Owing to unanticipated increased work
load, Mr. Pestana is looking for someone to take over as convenor. Mr.
Armstrong will work with Mr. Pestana to identify a suitable candidate.
7.2 System operational planning and performance (Advisor - Teresa Carolin)
WG C2.22 - Application of resilience engineering to safety management
principles in Control centres (Convenor - T. Carolin)
Ms. Carlin provided an update aided by slides (Attachment 2). There are
currently four regular members and two corresponding 2 members. The working
group will hold it inaugural meeting on October 27, 2009.
7.3 Control centre infrastructure and human resources for system operations

WG C2.33 Control centre operator Requirements, Selection, Training (Convenor
- N. Cukalevski)
Mr. Jones presented the working group status aided by slides (Attachment 3).
The working group held its first meeting in June 2009 in Dublin, Ireland. The
next meeting is scheduled for November 19-20, 20009 in Belgrade, Serbia.
Future meetings are expected to be held in the spring of 2010 somewhere in
Europe, followed by a meeting in August 2010 in Paris.
WG C2.34 Capabilities and requirements of a control centre in the 21st century
Functional and human resources view (Convenor - U. Spanel)
Mr. Udo Spanel provided an update. Several members are in Guilin for an
inaugural meeting.
7.4 JWG C2/C5 Changes in business of system operators ( Ole Gjerde)
Mr. Ole Gjerde provided an update on the joint working group activities, aided by
slides (Attachment 4). The group continued to make good progress with the
publication of several papers and reports. Activities are underway to provide
publications on three key areas (ref. Mr. Gjerde’s presentation).
7.5 JWG C1/C2/C6 Coping with limits for very high penetration of renewable
energy (C2 representive - Hugh Jones)
Mr. Jones provided an update. There has been a change in convenor since the
group was first formed. Most meetings are conducted via web conference. A
survey was conducted, with mixed results and hence the survey was
inconclusive. The survey questionnaire has bee rearranged, and will conducted
again soon with focus on 3 basic aspects:
Power system behaviour
Impact on own system
What are the challenges on power system control
The joint working group targets to provide a first draft report to summarize the
survey results by mid April, 2010. Mr. Jones will distribute the terms of reference
for C2 members to consider participating and/or contributing.
7.6 Working groups to be approved
WG C2.15 Common information model and its prospective use in power system
operation (Convenor - A. Maizener)
The original convenor Ms. Tatjana Kostic has been replaced by Mr. Andre
Maizener but the working group’s terms of reference has not yet been approved.
WG C2.21 Lessons learnt from recent Emergencies and blackout
incidents (Convenor - T. Carolin)
The working group’s terms of reference was remanded by the Technical
Committee. Mr. Armstrong presented the draft ToF and an assessment of the
work involved. It appeared that some changes need to be provided before resubmitting the terms of reference to the Technical Committee for review and
approval.
New suggested topics from C2.11 (Convenor - M. Power)
Mr. Armstrong presented Mr. Power’s ideas on new working groups. Most SC
members supported the development of Terms of Reference. Mr. Armstrong
asked all members to send in ideas with an attempt to develop a draft terms of
reference by the end of the year.

Other coming events
Next C2 meeting: Paris
C1/C2/C4 Symposium in March, 2011: Recife, Brazil
Mr. Yasutaro Nagae proposed to hold the 2013 meeting in Japan. This will be
included in the list of potential locations for consideration, for discussion at the
2010 Paris session.
