Asia – Pacific Economic Cooperation – APEC 35 Heng Mui Keng Terrace, Singapore 119616 Through this letter, we would like to present to the Asia – Pacific Economic Cooperation (APEC) the project TEMAS 2007 – ASIA, which is promoted by the Pontifical Catholic University of Minas Gerais – PUC Minas – in Brazil, through its Department of International Relations. TEMAS is a university level modelling and simulation project, whose objective is to offer to the participants high level academic discussions on many issues of the international agenda. Each edition is oriented by a specific thematic area. The first edition, whose theme was the Cold War, happened in March, 2005 and counted with the participation of delegates from Brazil and abroad. The 2006 edition’s theme was Sovereignty, and the committees were chosen in order to offer different perspectives on the topic. Additionally to the Study Guides for the participants’ preparation, the TEMAS 2006 directors also published a book, entitled “Soberania: Casos e Abordagens” (Sovereignty: Cases and Approaches), containing articles – some in Portuguese and some in English – addressing several diverse topics related to the concept of sovereignty. The 2007 edition is going to be guided by the theme Asia and five committees are going to be simulated, some of them, debating on historical matters and others, on questions of the current international agenda. TEMAS is an innovative project conducted by students of International Relations from PUC Minas. The project was born from the know-how acquired by such students over the last years, through systematic participation in simulations in Brazil and abroad. Furthermore, the practice of simulations was consolidated in PUC Minas through the institutionalisation of initiatives such as the MINI-ONU – PUC Minas’s high school level model, which is currently the largest simulation in Latin America – aw well as through curricular changes that included disciplines of modelling and simulation for all International Relations students. The efforts to create a new project of simulation in PUC Minas, oriented for university students and with the goal of fostering high quality debates, were intensified in 2002, when PUC Minas hosted the XI Harvard WorldMUN, alongside Harvard University. The main goal of TEMAS is to make a simulation into a complex analytical tool, in order to provide a better understanding of issues in International Relations, and to create opportunities to deepen the academic production on certain topics. Under the auspices of PUC Minas, TEMAS is an extra-curricular activity of the International Relations course, focused mainly on academic research and production. Along with the Study Guides that the directors elaborate for each committee, aiming at assisting the delegates with their studies, they are also expected to write articles related to their respective committee or the committee’s topic. These articles are publicised in a book, which TEMAS’s academic value. In the 2007 edition, TEMAS – which is the Portuguese word for “themes” – guiding theme will be ASIA. The debates, which will happen th th from April 4 to 8 in Belo Horizonte, will take place in five different committees, all of which will be structured so as to closely emulate the decision making process of some major national and international institutions, therefore granting the participants an unique opportunity to experience and better understand how such organs truly function in real life. Programmes of modelling and simulation are a didactic way of articulating different areas of knowledge. They are also valuable learning opportunities, which allow the exercise of diplomatic and communicational abilities. Such programmes go beyond the university curriculum, providing participants with new knowledge and channels for applying what is learnt through their academic formation. The simulations, commonly known as “models” or MUNs (Model United Nations), are exercises of decision-making procedures. The participants take part in committees with decision-making processes like those in the real conference or organisation they are simulating. Models are a means of motivating the debate, the research and the search for solutions on important matters of the international agenda. Furthermore, they disseminate values such as integration, tolerance, diplomacy and peace. In 1998, the Americas Model United Nations took place in Brasília, the Brazilian capital. Students from PUC Minas participated in the event in 1999, and in the same year created the MINI-ONU, a high school model which is starting its 8th edition and is the largest model in Latin America, receiving annually around 1000 delegates from Brazil and abroad (mainly Colombia, Argentina and Paraguay). In 2001, the students from PUC Minas took part in WorldMUN in Turkey, and were awarded with an honourable mention for best delegation. In 2002, the WorldMUN was hosted in Belo Horizonte, through a partnership between Harvard University and PUC Minas, hosting over 700 foreign delegates. In 2004, after remarkable participations in models all over the world – including Germany, Egypt and the United States – a project for a thematic model for undergraduate students started to be developed at PUC Minas. Such project, entitled TEMAS, seeks to foster debates and academic production in Brazil, giving special attention to the high academic level of the debates and the pioneering character of its st committees. The 1 edition of the simulation took place in the year 2005, gathering delegates from Brazil and abroad, individually selected among the best students of some the most respected universities. TEMAS 2005 was supported by the United Nations – through the UNESCO and the UN Development Program (UNDP) representations in Brazil – by COPASA, by the state of Minas Gerais, the Belo Horizonte Conventions & Visitors Bureau, the Tribunal de Contas de Minas Gerais – TCE/MG, and also had the technological support from Olho Novo. TEMAS 2006 also counted with the support from the United Nations – through the Centro de Informação das Nações Unidas no Brasil, the United Nations Programme for Development and UNESCO -, from the Belo Horizonte Conventions & Visitors Bureau and also COPASA. TEMAS 2006 also had the support of the World Bank, AIESEC and LTA Viagens e Turismo, as well as Aduaneiras, Belo Horizonte City Hall, Centro Acadêmico Immanuel Kant and, once more, the technological support from Olho Novo. In addition to that, the undergraduate course in International Relations has its own weekly interview show, the Mundo em Revista. • Folders: printed from July 2006 to April 2007, the folders are sent to the main universities in Brazil and abroad and also distributed in the main events where PUC Minas is represented. • Posters: (in Portuguese) are sent to the main universities in Brazil and abroad, and also placed on strategically chosen spots in PUC Minas. • Letters/Invitations: sent to teachers, authorities and national and international institutions (governmental, non-governmental and private institutions). • Conference newspaper: produced and distributed daily to all participants during the conference, with news from the committees and also advertisement reserved to TEMAS’s partners.
