process, analysing the core aspects of the participatory democracy, like: Who has

getting the commitment of civil society in this necessary normatization planning and strengthening process.

Disclose to the citizenry the advantages of implementing the Participative Budget in order to legitimize

GENERAL OBJECTIVE OF THE COMMON PROJECT
Realize exchanges of Latin American and European experiences with participative budgets, local finances and publicprivate partnerships, especially with the players of the social and solidary economy that would generate local,
sustainable, inclusive social and economic development.
SPECIFIC OBJECTIVES OF THE COMMON PROJECT
Exchange experiences in the matter between Latin America and the European Union:

Study the workings of such experiences, such as the presence of players of the social and solidary economy
in decision making (e.g. tables, counsels), such as reinforcing the demand capacities from these players and
their access to the participative budget, and also such as municipal normative instruments concerning public
biddings, services of communal interest, closeness services, the last ones dealt with in the participative
budget.

[S1][S2]Generate mutual knowledge and trust for future type B projects on the same theme, there having solid,
declared interest (e.g. Lucca, Italy);

Study and assess the impact of the experiences of players in the social and solidary economy on municipal
budgets, as much for the generation of economic insertion and activity, as for the reduction of expenses in
local finance. For example, study the effect of leveraging/multiplying access to credit (small amounts that
originate from partnerships with the municipalities and that work later as guarantees for other amounts or
credits).

Study the role and the experiences of the municipalities in the institutionalization of partnerships with players
of the social and solidary economy.

Capacitation of the local players who implement and design partnerships, both those in publicly responsible at
the municipal level and the social and solidary economy players who participate in the Participative Budget.
