Acompanhamento do caso do website Insecam em
cooperação internacional
Ultimamente, este Gabinete reparou que o website www.insecam.com é suspeito
de recolher algumas imagens obtidas por webcam no âmbito mundial e emitir
directamente no seu website. A análise técnica feita por este Gabinete revela que as
webcams podem ser controladas por não se alterar as senhas predefinidas, entre as
quais, há pelo menos 50 sistemas instalados em Macau que podem envolver
utilizadores de empresa, associação e família.
Com o objectivo de proteger atempadamente os dados pessoais dos cidadãos de
Macau, este Gabinete emitiu, no dia 12 de Novembro, uma nota à imprensa para
recordar os cidadãos tomar todas as precauções de segurança na utilização de webcam
e alterar oportunamente o nome de utilizador e a senha predefinidas. Após a
publicação da nota, as webcams envolvidas em Macau diminuiram rapidamente a
cerca de cinco sistemas.
Em simultânea, este Gabinete e outras autoridades da protecção de dados
pessoais dos outros países e regiões estabeleceram uma cooperação íntima, tratando
activamente o caso relativo. Em 22 de Novembro, a Coordenadora Chan Hoi Fan
deste Gabinete, Australian Privacy Commissioner, Privacy Commissioner of Canada,
Deputy Commissioner for the Information Commissioner’s Office, United Kingdom,
President of the Commission d’accès à l’information du Québec, Information and
Privacy Commissioner of Alberta e Information and Privacy Commissioner for
British Columbia mandaram em conjunto uma carta assinada (vide o anexo) ao
website supracitado, exigindo-o parar, de imediato e definitivamente, de mostrar as
relevantes imagens em nome, no website, deste domínio ou de outros domínios, após
a recepção da carta conjunta, o website já não mostrou mais as imagens.
Este Gabinete lembra mais uma vez o público que, qualquer instalação com
ligação a internet existe limitação na segurança, os cidadãos e instituições devem
prestar atenção à limitada segurança na utilização de webcam, evitando o roubo dos
dados pessoais. As medidas de segurança abrangem: alterar o nome de utilizador e a
senha predefinidos, utilizar senhas difíceis de descodificar e as alterar regularmente,
evitar filmar imagens sensíveis dentro da casa com a webcam, entre outras.
Este Gabinete continua a colaboração com outras instituições internacionais,
acompanhando com cuidados o caso.

Dear Sir or Madam:
We are writing to you jointly as privacy enforcement authorities to highlight an important
privacy concern that has come to our attention.
We have strong concerns about your website and its aggregation of live video footage from
internet connected cameras operating with the manufacturer’s default username and
password. Such cameras can be found in household, public and commercial spaces,
including places of employment around the world.
Your website states that it carries out this practice with the intention of demonstrating the
importance of security settings for surveillance cameras. We recognize in principle the
importance of bringing to light potential security issues; however this should be done in a
way that is not harmful to individuals.
Given the sensitive nature of the personal information collected via such cameras,
especially those placed within the home, and the fact that your website is actively
disclosing that personal information without the knowledge of the individuals on camera,
this poses a serious threat to individuals’ privacy around the world. This threat is further
heightened by the inclusion of precise geographical location information.
Furthermore, as you are undoubtedly aware, this issue has received significant international
media attention. This increased public attention will result in an even greater privacy risk
to individuals from these cameras with remote access capabilities.
As such, we are calling on you to take immediate action to take down this website. We
furthermore request that you refrain from re-establishing the website under its current
domain name or any other domain name in the future if it continues to show any kind of
camera footage featuring individuals where those individuals are not aware of the
disclosure taking place. Failure to comply with this request for removal by November
26th, 2014 (00:00 GMT), will result in the consideration of additional enforcement action.
