Parceiria promissora entre o sector privado alemão e o
Programa Pro-Educação DA GIZ
Como parte da sua componente de formação
profissional, o Programa “Educação Básica e Formação
Profissional em Moçambique” oferece assessoria em
relação à organização e implementação de cursos de
formação para trabalhadores qualificados no sector
eléctrico/ eletrônico e metalúrgico. As tecnologias de
informação e comunicação também são uma parte importante desses cursos visto que a Internet e as aplicações de tecnologia de informação tornam-se cada vez
mais importante em Moçambique. No entanto, pessoal
qualificado, capaz de gerir as redes e manter e ampliar
a infra-estrutura necessária, é difícil de encontrar.
Em outubro de 2010, a empresa alemã STRATO AG, a empresa de Web-hosting a segunda maior
na Europa, fez contacto com o Ministério Moçambicano da Educação (MINED), oferecendo a sua cooperação nesta área. Logo depois o MINED, a Directora
de Formação da STRATO, bem como representantes
da empresa de consultoria alemã Consulting INTEGRATION GmbH, que trabalha por ordem da GIZ
nesta componente do projecto, concordaram de colaborar. Foi assim que a STRATO lançou o projecto
“MoçamBIT” com o objectivo de formar instructores e
profissionais de tecnologia de informação.

Em 18 de Setembro, os quatro aprendizes
Thoben David, Kevin Rohrbeck, Bauske Thomas e
Andreas Rogge chegaram em Maputo, juntamente
com os seus treinadores. Já no dia seguinte, começaram a desempacotar, construir, instalar, configurar
e testar o material com os treinadores e estudantes
moçambicanos até que tudo funcionou com precisão.

Os professores e alunos do Instituto Industrial
já tinham preparado tudo e desde o início a equipa
trabalhou em conjunto de forma harmoniosa e eficaz.
Para compensar o cansaço das longas noites no laboratório de informática os participantes do projecto se
reuniram para jogos de futebol curtos mas relaxantes,
onde treinadores e aprendizes tiveram a oportunidade
de recarregar as baterias. Durante um longo fim de
semana teve até tempo para passiar nos arredores da
capital e para conhecer um pouco mais do país e do seu
povo.
Em 30 de setembro, depois de um último
longo turno de noite, o laboratório foi oficialmente
inaugurado pelo Director Nacional do Ensino Técnico-Profissional do MINED, o Dr. Gilberto Botas e o
Embaixador Alemão, Sr. Ulrich Klöckner.
Pouco antes da inauguração do laboratório,
o Ministério da Educação, o Instituto Industrial de
Maputo e os consultores da GIZ, em estreita cooperação com empresas locais, desenvolveram os currículos
de formação necessários. Os currículos fornecem uma
base sólida para a formação e educação contínua de
treinadores, bem como para o desenvolvimento de material específico de formação.
Todos ficaram impressionados com o alto nível
de formação e qualificação técnica dos aprendizes alemães. O entusiasmo deles se juntou à alta motivação
dos seus colegas moçambicanos na equipa que participavam com muito entusiasmo e activamente do
projecto. Mais uma vez ficou provado que a formação
profissional em estreita cooperação com o sector privado permite uma educação de qualidade e a criação
de oportunidades de formação orientadas para o emprego. Além disso, torna a formação profissional para
países como Moçambique mais acessível em termos
económicos.

Promissing Partnership between the German Private Sector
and the GIZ Pro-Education Programme
As part of its professional training component, the Programme “Basic Education and Vocational Training in Mozambique” offers advice with
regard to organising and implementing training
courses for skilled workers in the electrical/electronic
and metal-related sector. Information and communication technology (IT) are an important part of
these courses as Internet and IT applications become
increasingly important in Mozambique. However,
skilled personnel that can manage the networks and
maintain and extend the necessary infrastructure is
hard to find.
In October 2010, the German company
STRATO AG, the second largest Web hosting company in Europe, made contact with the Mozambican
Ministry of Education offering cooperation in this
field. It did not take long before the Ministry, the
Director for Training at STRATO as well as representatives of the German consulting company INTEGRATION GmbH, which works on behalf of
GIZ in this project component, agreed to cooperate.
Thus, STRATO launched the project “MoçamBIT”
with the objective to train IT instructors and professionals.
As early as February 2011 an agreement was
signed between STRATO, the Ministry of Education
and the Pro-Education Programme. The “Instituto
Industrial de Maputo” was chosen as a pilot school.
On the side of GIZ, the project has been advised by
Mr. Rainer Reidenbach of INTEGRATION Consulting. On the side of Strato, the project has been
supported by the company’s Director of Training,
Ms. Roswitha Janecke, and the IT technician Marcus
Lindner.

The interesting and innovative aspect is that a
group of trainees of STRATO has been sharing the responsibility for the project. After the extensive equipment
for the project was put together and tested at STRATO,
it was shipped to Mozambique, where it arrived and was
released from customs in Maputo just in time before the
arrival of Strato’s staff and trainees. On 18 September, the
four apprenticesThoben David, Kevin Rohrbeck, Bauske
Thomas and Andreas Rogge arrived in Maputo together
with their training managers. As early as the next morning, they started unpacking, building, installing, configuring and testing the material with the Mozambican
trainers and students until everything worked precisely.
The teachers and students of the Instituto Industrial
had already prepared everything and from the start the

The long nights at the IT lab were made up for
by short, but refreshing football matches where trainers
and trainees had an opportunity to get back into shape.
During a long weekend there was even some time left
for fieldtrips to the outskirts of the capital and to get to
know a bit of the country and its people.
On September 30th, after a last long nightshift,
the IT lab was officially inaugurated by the National
Director for Technical Vocational Training at MINED,
Dr. Gilberto Botas and the German Ambassador, Mr.
Ulrich Klöckner.

Everybody was impressed by the high level
of training and technical qualification of the German apprentices. Their enthusiasm was matched by
that of their highly motivated Mozambican teammates who actively and enthusiastically participated
in the project.

Shortly before the inauguration of the lab, the
necessary training curricula had been developed by the
Ministry of Education, the Instituto Industrial and the
GIZ consultants in close cooperation with local businesses. These curricula provide a sound basis for the
training and continuous education of trainers as well as
for the development of specific training material.

The project was yet another example that
vocational training in close cooperation
with the private sector allows for high
quality education as well as the creation
of job-oriented training opportunities,
and also makes vocational training for
countries like Mozambique affordable.
