For new arrivals to Macao, often time they feel anxious, worried or at
lost when adapting to their new life. It is actually normal to have these
feelings, since they will come across new difficulties and challenge during
their work, in their social life or while learning.
All these years, the MSAR government has been very concerned
about the well-being of our new friends in Macao. It has endeavored
painstakingly to help them to get integrated into the lifestyle of the
local society as soon as possible through familiarizing them with all sorts
of currently available service networks. Moreover, the government is
constantly instituting more diversified services to cater to the needs of
this developing society as well as to promote and actualize the spirit of
mutual undertaking, which is essential in the course of development
of a society. The new comers to Macao are undoubtedly a part of the
society and they share equal importance as the locals in the long-term
and prosperous development of the society. As always, we shall provide
a myriad of services operated by different government departments and
by social-oriented NGOs to these new comers via assorted ways and
means. This shall better their knowledge about the conditions of different
available services and facilities, which is definitely helpful for them in
adapting to the new living environment.
In this respect, our Bureau has compiled this booklet “Practical Tips for
Living in Macao”, to serve as a guideline to different services available in
Macao. Its content is a compilation of references derived from information
publicized by relevant government bodies and departments. With this
booklet, we hope that our new friends shall gain a better understanding
of Macao while starting their new life in this city. The booklet gives a
concise overview about the society, briefs our readers on what kind of

them how to locate proper services based on personal needs. For those
who wish to have detailed information of different services, please make
inquires to the government bodies or private entities listed in this booklet
or visit their respective homepages.
With all these information about services and their accessibility, we believe
that it can facilitate contacts, communications, mutual understanding and
tolerance between the locals and the new comers. This is a way to fulfill
our social responsibility and actualize the spirit of mutual undertaking
towards the society of Macao as a whole. Moreover, it helps our new
friends to know themselves better, be able to get involved proactively
into their new life, to live up with good-neighbourliness, be embracing
and mutually supportive. These are the fundamentals for creating a
harmonious living environment and all of us shall contribute towards the

information and data publicized by relevant government departments,
organizations and associations. I hereby would like to extend my sincere

Entry and Residence
Chapter 1 Entry and Residence*
1. Entry
•• Holders of Permit for Proceeding to Hong Kong and Macao (One-Way
Exit Permit) issued by the People’s Republic of China can enter Macao
through border checkpoints set up at the Border Gate, COTAI, Inner
Harbor Terminal at Pier 14, Hong Kong-Macao Ferry Terminal and at
the Macao International Airport.
•• The arrivals have to process their entry procedures at the Visa Office of
the border checkpoints. In case of doubts upon entry, arrivals should
make inquiries to the immigration officers on duty.
•• After the entry procedures are processed, the immigration officers
return the Permit for Proceeding to Hong Kong and Macao to the
arrivals and issue a “Letter of Notification” to them. With this document,
they can apply for a “Certificate of Residency” during 10 days from the
Residents Subdivision of the Immigration Department of the Public
Security Police Force. This certificate is a prerequisite in the application
of Macao SAR Resident Identity Card.
2. Macao SAR Resident Identity Card and Relevant Credentials
Macao SAR Resident Identity Card
New arrivals who wish to settle in Macao can apply for the Macao
SAR Resident Identity Card in person at the reception lobby of the
Identification Services Bureau within 90 days after the issuance of the
“Certificate of Residency”. The application procedures and relevant
prerequisite documents are as followed:
•• Application Form (for minors under 18 years old or those who are
quasi-interdicted or interdicted; either of their parents, guardian or
lawful representative has to sign on the application form. A photocopy
of the identification document of the signee is to be submitted);
•• Certificate of Residency;
*Applicable to one-way permit holders who had recently settled down in Macao

•• Original copy of the Permit for Proceeding to Hong Kong and Macao
(One-Way Exit Permit);
•• Photocopy of birth record or other documents of similar nature;
present the original copy for verification (in case of unavailability, the
applicants must make a declaration).
•• One recent, frontal and hatless color photo, sized 1.5 inches, in white
background (when the applicants goes to take photo, they have to
state to the photo studio that it is used for applying SMART Identity
Card. Moreover, the Identification Services Bureau shall take on-site
photo of the applicant to be stored in the chips of the identification
document as well as for archive purpose. Applicant can choose to use
the on-site photo instead of the photo taken at the photo studio for
the identification document. In this case, the applicant does not need
to submit any photo. Should the applicant be a baby, it is advisable to
submit photo taken at photo studio).
Macao SAR Travel Permit
Non-permanent residents of Macao SAR with Chinese nationality, holders
of Macao Permanent Resident Identity Card or those who are not eligible
for other travel document can apply for Macao SAR Travel Permit for travel
use at the Identification Services Bureau. Applicants have to apply in
person at the reception lobby of the Identification Services Bureau.
Visit Permit for Residents of Macao SAR to Hong Kong SAR

For those who wish to travel to Hong Kong SAR prior to the issuance of
their Macao SAR Permanent Resident Identity Card, they have to obtain
the Visit Permit for Residents of Macao SAR to Hong Kong SAR (Visit Permit
for Hong Kong). The application for this Visit Permit is processed by the
Department of Travel Documents of the Identification Services Bureau.
The Visit Permit for Residents of Macao SAR to Hong Kong SAR is valid for
7 years, during which its holders can make multiple stays in Hong Kong
SAR, with each stay of no more than 14 days.

Mainland Travel Permit for Hong Kong and Macao Residents (HomeVisit Permit)
The Mainland Travel Permit for Hong Kong and Macao Residents is the
travel document used for getting in and out of Mainland China. The
application for this Travel Permit is processed by the China Travel Service

Chapter 2 Emergency Services
In the event of emergencies, like occurrence of crimes, fire outbreaks and
traffic accidents, citizens can seek help from the following departments:
1. Public Security Police Force
In times of emergencies when assistance from the public security police is
deemed necessary, citizens can dial “999” to inform the Operations Control
Centre or call the Public Security Police Force at 2857 3333. In addition,
citizens can telephone or seek help from the different district-based and
branch police stations spread across Macao and the outlying islands.

3. Ambulance
In times of emergencies which put life at risk and the victim has to be
delivered to hospital by ambulance immediately, citizens can dial “999”
to seek help from the Public Security Police Force or contact directly the
Fire Services Bureau at 2857 2222. Citizens should not abuse ambulancedelivery service. Unless under critically urgent situations, citizens should
use other forms of transportation other than ambulance-delivery service.
4. Fire Outbreak
In the event of fire outbreak, citizens can dial “999” or 2857 2222 to inform
the Fire Services Bureau.
5. Traffic Accidents
When traffic accidents occur, citizens can dial “999” to seek help from the
Operations Control Centre, contact the Traffic Division of the Macao Public
Security Police Force at 2837 4214 or the Traffic Division of the Islands at
8898 9593.
* The Emergency Hotlines are intended for providing instant help to
citizens during emergencies. Citizens should not abuse the use of these
services.

Chapter 3 Local Customs and Law
1. Equality and Anti-Discrimination
According to Article 25 of Chapter 3 of the Basic Law of the Macao
Special Administrative Region of the People’s Republic of China, all
Macao residents shall be equal before the law, and shall be free from
discrimination, irrespective of their nationality descent, race, sex,
language, religion, political persuasion or ideological belief, educational
level, economic status or social conditions.
2. Driving
Drivers have the responsibility to safeguard the safety of other drivers,
passengers, pedestrians and that of public properties too. In Macao, the
government had laid down rules and regulations to govern vehicledriving, qualification of drivers, standards of vehicles, operation of
vehicles, the use of roads and the responsibilities of drivers. Offenders are
held responsibility for the legal consequences in accordance to law, e.g.,
suspension of driving license and imprisonment. For details, please refer
to the enforced “Code of Road”, “Road Traffic Law” and the “Criminal Code”.
3. Environmental Hygiene
All of us have the responsibility to protect the urban environment and
to comply with laws and regulations which govern environmental
protection and the use of public spaces. In 28 July, 2004, the government
had enacted the “General Regulation governing Public Places” to lay
down rules and regulations that citizens are obliged to observe while
using public Places. The followings are treated as violations of law: sundry
clothing, fabrics, carpets, foodstuffs or other goods in public facilities;
pluck or damage plants in public places or make drawings or carvings on
these plants; littering; discharge of sewage, oil or any liquid pollutants into

public places. Citizens who commit these acts are liable to fine or penalty
as stipulated by law.
4. Narcotic Drugs and Smoking
Narcotic Drugs
In Macao, drug-trafficking and drug-using are liable to imprisonment and
fine. In accordance to Decree Law No.5/91/M, the cultivation, production,
manufacture, application, trading, distribution, import, export, transit,
possession and use of officially listed narcotic drugs and psychotropics are
subject to the control and authorization of the Health Bureau. For details,
please refer to the Decree Law No. 5/91/M.
The MSAR government and local NGOs have instituted drug treatment
programs and rehabilitation services for drug dependants. For those
who are in need of these services, they can seek help from relevant
departments or organizations.
Smoking
As stipulated by Law No. 21/96/M, it is forbidden to smoke inside certain
places, e.g., hospitals, ambulances, pharmacies, supply stations of
inflammables, public departments, reception areas, schools, museums,
libraries, elevators of buildings, vehicles used for mass transport (buses
and ships) and taxis. Smokers should observe the law; any violations are
liable to fines. For details, please refer to the relevant legal document.

5. Restrictions on Minors
In consideration that minors (under 18 years old) are mentally immature,
they are subject to legal restrictions and protection as stipulated by
currently enforced laws and regulations.
Tobacco
As stipulated by Law No. 21/96/M, for health protection of minors, it is
prohibited to sell or offer tobacco to minors who are under 18 years for
the sake of promoting, publicizing and provision of commercial-oriented
information of tobacco. Offenders are liable to fine.
Cybercafé

As stipulated by law, there are restrictions applied to minors for entering
cybercafés and website-surfing. In principal, minors under 12 years of age
are forbidden to enter cybercafés, unless accompanied by their parents
or by persons who exercise parental rights. As for minors aged between
12 to 16 years old or students in uniform, they are only allowed to enter
cybercafés during the following hours: after 16H00 during Monday to
Friday; after 08h00 during Saturdays, Sundays, public and school holidays.
Minors have to leave the cybercafés before 22H00 during Sunday to
Friday and before 24H00 midnight on Saturdays, public holidays and
school holidays (should the following day be a working day).

Gaming Venues
As stipulated by the law of Macao, minors are forbidden to enter casinos
or engage in any kind of gaming activities within the gaming venues.
Education
As stipulated by Law No. 9/2006, “Fundamental Law of Non-Tertiary
Education”, minors aged between 5 to 15 years old is subject to
compulsory education. The parents or guardians of minors have the
responsibility to process school enrolment or schooling registration
for the minors who are under the scope of compulsory education. The
minors have the responsibility to attend school.
Employment
The laws and regulations of Macao impose restrictions on the age for
employment. Employers are forbidden to hire minors who are under 16
years old. For minors who are less than 16 years old but over 14 years old,
they can be hired exceptionally only if they are able to prove beforehand
that they are physically fit for the work content that they are to engage
in. Minors aged below 14 years old are forbidden to work. Please refer to
Decree-Law No.24/89/M for details.
Compliance with Law
Everyone should comply with the law, no matter adults or minors. As
stipulated by the “Penal Code”, minors under 16 years of age are not
subject to criminal responsibility. However, in accordance to Decree-Law
No. 65/99/M and Law No. 2/2007, “Educative and Supervisory Measures”
are imposed on minors who had committed criminal acts during the time
when they were already 12 years old but below 16 years of age, to the
effect of educating them and bring them back to the right path. These
measures include: police caution, judicial reprimand, restoration, bind
over order, community service order, probation order, temporary stay in
residential homes and refuge homes. The objective of these measures is

to make the juveniles understand that they have to comply with the law
and observe the basic rules and regulations for living in a society. Through
these measures, the juveniles learn how to integrate into the community
in a proper and responsible manner.
Restrictions Imposed by Parental Rights
As stipulated by the “Civil Code”, children who are under-aged or bound
by parental rights are therefore restricted by parental rights. The life of
minors, their health issue, daily necessities and education are subject to
parental intervention. In accordance to law, if both parents of the minors
had deceased, disappeared or the exercise of parental rights had been
impeded for over 6 months in practical terms, the “guardianship system”
shall substitute the “parental rights”. Please refer to “Civil Code” for details.
6. Combat against Cross-Border Crime
The SAR government endeavors to safeguard public security and order in
the society and combat against cross border criminal activities. The Police
Force and the Customs Service, in their own different functional areas,
have secured international and regional collaborations to prevent and
combat against violence and cross border crime, particularly international
terrorism, human trafficking, money laundry, weapon trade, drug
trafficking, information crimes and crimes that endanger the environment.
Should you have information related to the aforementioned crimes, we
have the responsibility to inform the Police Force at once.
7. Anti-Corruption
The Commission against Corruption is a public entity specialized in
fighting corruption and carrying out ombudsman functions. When
citizens suspect that there are acts involving corruption and administrative
illegalities, they can write to the Commission against Corruption to report
about these cases or lodge their complaints in person.

9. Legal Advice on Marriage and Family
This service is jointly provided by the Public Prosecutions Office and the
Macao Catholic Family Advisory Council to those who are in need of help.
When citizens encounter problems related to marriage, they can seek
free legal advice from the Public Prosecutions Office. In case of necessity,
the Office shall transfer the respective cases to the Macao Catholic Family
Advisory Council, where its staffs can provide conciliatory service to
the help-seekers. The Public Prosecutions Office provides “Legal Advice
Service on Marriage and Family” at its office, located at the “Dynasty Plaza”
Building, during 14H30 to 17H45 on every Tuesdays. Citizens can call
the hotline of the Public Prosecutions Office at 2872 7272 or the Macao
Catholic Family Advisory Council at 2833 7721 to make advance bookings
for the service.
10. Telephone Enquiry on Public Affairs
Should the public have any doubts or opinions regarding public
administrative procedures and public information, or in need of legal
advice, they can make enquiries to the Public Service and Information
Centre of the Public Administration and Civil Service Bureau in person or

Chapter 4 Housing
1. Tenancy of Private Housing Unit
Private housing units can be rented via property intermediaries or directly
from their owners. Properties to let are usually being advertised on
newspapers and journals. Potential tenants can visit the property agencies
in person to check upon the information of the properties for lease. As
to safeguard the rights and interests of tenants and property owners, a
tenancy contract shall be signed between these two parties.
2. Rights and Duties of Tenants
After the tenancy contract is being signed, tenants are entitled to enjoy
the rights and fulfill the duties contained in the contract. The tenants
are protected by law in terms of rental increase, eviction of tenants and
inspection of leased premise by property owners.
Tenants are not to alter the purposeful use of the rented property as
stated in the tenancy contract or operate any illegal or improper activities
in the premise. Tenants are held responsible to the consequences arising
from these illegal acts.
3. Acquisition of Property
Tips on Acquisition of Property
•• Property Rights:
Before placing any deposit, consumers should visit the Real Estate
Registry to check on the ownership and area (m2) of the property and
to verify if it is mortgaged or under seizure.
•• Area:
In general, the registration of property ownership carries information
on the area of the property as well as the area of out-building
structures and dimensions of common areas, e.g. balcony, open roof,
public facilities or rooftop projections. Before placing any deposit,
buyers should have a comprehensive knowledge of the actual area of
the property.

Housing
•• Intactness of Property:
Consumers should inspect the property in details prior to its
acquisition. They have to check if there are water stains on walls due
to wall cracks and inquire into the surroundings of the property. Upon
deciding to acquire the property, it is advisable for consumers to give
themselves sometime to pay a few more visits to the property and
make relevant comparison from different perspectives.
•• Signing of Contract:
When consumers enter into an agreement with the property sellers,
they must conclude and sign the contract with the actual property
owners. If the contract is to be signed with agencies/representatives,
make sure that they have authorization letters from the actual
property owners. Specifications pertaining to the area, sales price,
current interior conditions and fittings of the property must be stated
clearly in the contract.
•• Tax and Duties
The contract must state clearly whether it is the buying party or the
selling party is to pay for the deed tax, housing tax, land value tax,
management fee, water, electricity and gas bill.

•• End-use of Buildings:
Ascertain the end-use of the building unit to be purchased and
when necessary, seek reference from the Information of Housing
Registration of the respective building unit.
•• Area of the Building Unit:
Pay attention to the specification about the area of the building
unit given by the property owner. During on-site visits, consumers
can bring with them tape measure to measure the actual size of
the building unit or ask the selling party to provide specification
documents containing information of the area of the building unit if
necessary.
Housing
•• Age of Building:
The amount of housing loans credited by banks is determined by the
age of the building. If the building is too old, the possibility of getting
mortgage loan is slim or the loan repayment period will be relatively
short.
•• External Features of the Building:
Look into the interior partitioning of the building unit to determine if
it had undergone alterations and observe carefully for signs (compare
the appearance of the building unit with its adjacencies and those on
its upper and lower floor) of illegal appendages projecting from the
external walls of the building.
•• Rights of Third Party:
Check upon whether the building is placed under maintenance order
or any kind of restraint order. Buyers have to know exactly who is to
pay for the maintenance fee prior to the actual transaction of the
building property.
•• Interior Conditions:
Check for any damages within the premise, for instance, look for
signs of water leakage on walls and ceiling or cracked water pipes.

Under the guiding principle of assisting citizens to acquire a proper
dwelling place, the Housing Bureau formulates measures and plans
to enable eligible residents of Macao to apply for social housing and
economical housing.
Social Housing
“Social Housing” apartments are mainly rented to low-income families or
families with particular difficulties. Low-income families refer to those with

1. Gateways to Jobs
In Macao, the local residents have many ways to find jobs, for instance, get
registered at the Labour Affairs Bureau. The functional areas of the Bureau
involves: assist job seekers to find jobs, provide vocational trainings, assist
graduates of vocational training programs to seek jobs through providing
them with information on different professions and work guidelines;
maintain contacts with employees, employers and relevant representative
organizations to remain updated about the current social environment
of the labor force and of collective labor relations; to have better
understanding of the technological, structural and situational factors that
affect employment and working conditions.
For local residents who wish to seek jobs in the private labor market, they
should visit the Employment Promotion Division in person to register for

Chapter 6 Social Services and Social Security
1. Individual and Family Services
The five Social Service Centres of the Social Welfare Bureau and many
NGOs offer a wide range of individual and family services to the public.
These services are aimed to help individuals and families to deal with
life difficulties, to handle different types of challenges brought forth by
changes in life, to strengthen families’ ability to fight against adversities
and to uplift individuals’ self-esteem and self confidence. These are the
contributing elements for building a harmonious family.
Moreover, the Social Welfare Bureau had set up a Counseling Hotline
(2826 1126) to attend to the needs of individuals and families during
government office hours. During non-office hours, help-seekers can
either leave a voice mail by phone or call the 24-hr Life Hotline (2852
5222) operated by the Macao Caritas.
2. Domestic Violence
A person’s physical safety should be well respected and protected. We
must not tolerate domestic violence in all cases, since it is a criminal act.
Domestic violence refers to the violent acts inflicted upon any family
members (spouse, cohabitant, children or elders) in the form of physical
abuse, psychological abuse, sexual abuse, intimidation and negligence.
The perpetrators of violence shall be penalized as stipulated by law. For
details, please refer to the “Penal Code”.
The victims of violence or those who know about cases of violence
should stand out and seek help to prevent these cases from worsening
and recurring. Upon encountering violence, victims should report it
to the relevant authorities: Public Security Police Force Report Hotline
(999), Judiciary Police Report Hotline (993). Furthermore, there are many
organizations in Macao providing services for perpetrators of violence,

victims of violence and their family members. Relevant government
departments and local NGOs also provide different kinds of social services
to them.
3. Counselling Service for Problem Gambling
In November, 2005, the Social Welfare Bureau of the MSAR government
had founded the “Casa de Vontade Firme” Counseling Service Centre for
Problem Gambling and respective Service Hotline (2832 3998) to help
those people and their family members who are beset by gambling
problem. The Centre provides diversified community education programs
and counseling service to popularize the importance of prevention
against problem gambling amongst the public.
In addition, some NGOs in Macao do also provide counseling service to
those who are beset by problem gambling.
4. Financial Assistance
The financial assistance allocated by the Social Welfare Bureau of the
MSAR government is aimed at helping individuals and families beset by
life difficulties. Eligible applicants must be holders of Macao SAR Resident
Identity Card who have resided continuously in Macao for a designated
number of years and whose total family income remains below the
minimum subsistence index stipulated by the Social Welfare Bureau.
Those who are in need of financial assistance can apply directly in person
at the Social Service Centres of the Social Welfare Bureau located in
different districts.
5. Subsidy for Senior Citizens
Holders of Macao SAR Permanent Resident Identity Cards who are over
65 years old or above are eligible to apply for this subsidy at the Social
Service Centres of the Social Welfare Bureau located in different districts.

Child Care Service
In Macao, there are non-profit making as well as profit-making day
care centres to take care of children whose parents have difficulty in
finding time to care for them. These centres provide a safe and healthy
environment for children who are under 4 years old and parents can
choose a day care centre based on their own needs.
Youth Service
The government and many NGOs in Macao provide a wide range of
services for youths operated by youth centres, conduct social works on
campus, outreach projects, personal counseling, group activities and
voluntary works. These services are aimed at helping the youngsters
to understand themselves, develop their problem-solving abilities and
personal potentials, to improve their interpersonal relation with family,
friends and peers and to incentivate them to participate and make
contribution to the society.
Community Centre

Alongside community development, “Community Centres” are set up
to provide a variety of community services that help citizens to develop
their potentials and encourage them to care about and participate in
community affairs. In the different district-based community centres,
people work together to find solutions to problems happening in their
districts and mobilize them to pay close attention to social policies. They
find ways to better their districts’ life quality and develop mutual support,
harmony and tolerance between different groups of people. The provided
services consist of case-handling, group activity, community educational
programs and training of volunteers.

Rehabilitation Service
It is aimed at helping the disabled and handicapped to develop their
physical abilities, intelligence and socialization skills so that they can
enjoy equal opportunities, just like their able-bodied counterparts, to
participate in the society at large. The variety of service facilities consist
of day centres, rehabilitation homes, sheltered workshops, vocational
centres, education centres/preschool education centres, rehabilitation
bus service and assessment centre. The type of provided services include
work training, counseling, group activities, outdoor activities, employment
referrals, trainings (physical abilities and knowledge-based).
Elderly Service
Led by the principles of “a Sense of Security, a Sense of Belonging and
a Feeling of Worthiness for the Elderly”, the different services involved
strive to raise the status of senior citizens in the society as a whole. These
supportive services, which are district-based, are tailored to the needs
and physical conditions of the elderly, in hope of improving their life
quality and remind their family to take care of them. In addition, the
Social Welfare Bureau provides different types of residential homes and
institutional care for senior citizens in need of help. The varied services fall
in the areas of community support, home care, psychological and social
support, health care and residential homes.
Service for Prevention and Treatment of Drug Dependence
•• It provides drug treatment and rehabilitation service to drug
dependants and their family members. The services include drug
treatment and nursing care, personal counseling, psychological
therapy, social assistance, referral service, provision of advice and
support to relatives and friends of drug dependants.
•• The government and many NGOs organize educational and publicity
campaign via seminars, training programs, exhibitions, game

booths, enquiry hotline and reception service to impart citizens with
knowledge on drug abuse and information on the types of services
available for drug dependence prevention.
7. Social Security Fund
In 1989, the Macao government had instituted a contributory social
security system, implemented by the Social Security Fund, to provide
support to employees have lost their working ability or deprived of
employment opportunities due to old-age, disabilities or sickness.
This contributory system is comprised of the following schemes: general
contribution, contribution by non-resident laborers, contribution by
day-laborers, contribution by civil servants, voluntary-contribution and
contribution by the self-employed. All employers of the abovementioned
categories other than citizens under voluntary and self-employed
contribution schemes, must have their employees registered with
the Social Security Fund and make respective contribution for them.
Employees under the contributory system enjoy the following benefits as
stipulated by law: old-age pension, invalidity allowance; subsidy: sickness
allowance, unemployment benefits, funeral grant, birth allowance,
marriage allowance; compensation for creditors due to working relations
and for victims of pneumoconiosis.
Local employees are entitled to the benefits provided by the Social
Security Fund. However, employees are not allowed to claim for oldage pension, invalidity allowance, unemployment benefits and sickness
allowance at the same time.

1. Education System
Non-Tertiary Education
According to the stipulations of Law No. 9/2006, “Fundamental Law on
Non-Tertiary Education System”, minors who are aged between 5 to 15
years old are required to attend free education compulsorily. Parents have
the obligation to process enrolment for minors who fall within the scope
of compulsory education during every academic year while those who
are to receive education bear the responsibility to attend school.
Starting from the 2007/2008 academic year, Macao has officially
implemented a comprehensive free education system during 15
schooling years, inclusive of 3 years in infant and pre-primary education, 6
years of primary education and another 6 years of secondary education.
Infant and Pre-primary Education
Infant education in Macao, which is designed for children who have
reached 3 years old, lasts for two years. As for one year pre-primary
education, children with 5 years of age are eligible for attendance.
Children will valid supporting documents to prove that they have the
right to stay in Macao are eligible to apply for enrolment of these two
phases of education.
Presently, government-run and private kindergartens provide infant
education as well as pre-primary education. The government-run
kindergartens and those private kindergartens which offer free education
also provide free pre-primary education to the public. But for some
private kindergartens, they provide fee-charging infant and pre-primary
education with tuition fee decided by the respective kindergartens in
accordance with laws.

Primary Education
Primary education in Macao lasts for 6 years. A child begins to attend the
first year of primary education when he/she reaches 6 years old during
the respective school year while the maximum school age for primary
education attendance is 15 years old. Children will valid supporting
documents to prove that they have the right to stay in Macao are eligible
to apply for primary education. In case a student is over the schooling age
for primary education, he or she could apply for recurrent education.
Presently, fee primary education is provided through public schools
and a considerable number of private schools. Furthermore, some
private schools provide primary education with school fees decided by
themselves in accordance with the law.
Secondary Education
The secondary education in Macao is constituted by two levels, junior and
senior, with 3 years of junior secondary education and 2-3 years of senior
secondary education. The maximum school age for students attending
the junior and senior levels are 18 years old and 21 years old respectively.
Children will valid supporting documents to prove that they have the
right to stay in Macao are eligible to apply for secondary education. In
case a student is over the schooling age for secondary education, he or
she could apply for recurrent education.
Special Education
At present, government-run, as well as private schools in Macao, provide
special education to those who are in need. In general, special education
is composed of three types:
Type I: Inclusive education, in which students with special needs are
integrated into regular school classes together with normal students. This
type of education is oriented towards students who need special aides

in terms of learning, sensory perception (eg. sense of hearing and vision)
and limb functioning. Being integrated in regular classes, these students
receive similar education as normal students and learn from curriculum
and teaching materials prepared for normal students. However, teachers
will make adequate adjustments to give proper attention and sufficient
assistance to these students. In inclusive classes, there is relatively less
number of students as compared to regular classes.
Type II: Special classes designed for students who are less proficient
in learning. These students attend special classes which adopt regular
curriculum of normal classes. The teachers will make adequate
adjustments to help these students to become integrated into the
community and daily livelihood via education.
Type III: Special classes designed for students who are mentally
handicapped or suffering from multiple impairments. Besides general
subjects, the adopted curriculum consists of practical training and
learning programs on self-care, communication skills and how to adapt to
the community. The teaching materials are usually thematically compiled
to match with the capabilities of the students and are associated to their
daily life.
Recurrent Education
The Education and Youth Affairs Bureau is responsible for the overall
planning and implementation of recurrent education. It is dedicated to
those who are over-aged for attending the various education levels of
formal education. Attendees of recurrent education enjoy the opportunity
to learn and acquire the necessary basic knowledge and abilities for
further studies, to integrate into the society or to be able to make selfprogress. Presently, the education levels of recurrent education in Macao
encompass primary, junior secondary and senior secondary education.

Continuing Education
Continuing education, inclusive of recurrent education, refers to a variety
of educational or training activities other than formal education. It is
a complementary development of school education and embodies
the notion of life-long learning. The attendees are able to expand their
knowledge, develop their potentials and engage in life-long learning.
The Education and Youth Affairs Bureau and some private schools have
organized such programs for those who intend to continue their pursuit
of learning.
Vocational and Technical Education
It is a kind of educational model incorporated into senior secondary
education with the aim to train up technical personnel equipped with
intermediate qualifications. Via designated trainings, the attendees path
their way for whole person development, acquire professional orientation
and are able to obtain the basic knowledge, capabilities and develop
professional spirit required by a certain profession. Vocational and
Technical Education also caters to the needs of those who wish to further
their studies after secondary education. Schools which provide formal or
recurrent education can institute curriculum for Vocational and Technical
Education.
Higher and Tertiary Education
It is instituted for sustaining concrete personnel training in the field
of science, culture and technology. The relevant institutions impart
students with all kinds of practicable scientific knowledge, who will
then be equipped with the specialized know-hows for engaging in
different professional and cultural industries. These students are able to
develop divergent and innovative thinking, learn to conduct scientific

Chapter 8 Health and Medical Services
In Macao, health care and medical services are either provided by the
government or operated by private entities.
1. Health Services provided by the Government
Health Centres
The health centres operated by the Health Bureau of the MSAR
government provide primary health care service to the public and offer
free medical consultation to residents of Macao. For those who do not
possess a Macao Resident Identity Card, consultation fee is required. In
general, all health centres merely provide services to residents who reside
(in some cases, work or study) in the respective districts where the centres
are located. However, under special circumstances, like emergency cases
or when the health centre of a district is unable to provide services (eg.
dental and health care), the residents living in the district of that health
centre can seek services from health centres located in their living
districts. Residents residing in certain district should seek medical and
health services from the designated health centre that is located in their
district area.
The variety of services provided by health centres are: antenatal care,
family planning, child health care, adult health care, stomatological care,
schooling children health care, health education, home visits, emergency
service, referral service, vaccination, other kinds of care services, ambient
and food monitoring.

Macao Workers’ Clinic
The Macao Federation of Trade Unions founded the Macao Workers’ Clinic
on 15 March, 1951. The Clinic provides medical services in its departments
of Traditional Chinese Medicine, Western Medicine, ophthalmology,

1. Guidelines for Pedestrian Road Crossing Safety
The traffic of Macao adopts a “Left-hand Traffic System”, which requires
all vehicular traffic to keep to the left side of the road. Pedestrians have
to use the pedestrian walkways, passageways and areas designated for
road-crossing. In case these facilities are not available, pedestrians should
walk along the road curb in a safely manner while observing the safety of
others at the same time.
When pedestrians have to cross the road, they must use the zebracrossings or pedestrian crossings which are equipped with traffic light
signals. At pedestrian crossings which are not equipped with adequate
traffic signals within 50 meters peripherally, pedestrians are not required
to use the aforementioned road-crossing facilities.
The “Road Traffic Law”, stipulated by Law No. 3/2007, had been enforced
on 1 October, 2007. Pedestrians should observe the stipulated rules and
regulations.
2. Public Transport
Public Bus
In Macao, there are two public bus companies providing bus transport.
The buses, consisting of large and mini ones, shuttle between Macao,
Taipa and Coloane over main roads and streets. The bus-stops are
affixed with bus route information of different bus numbers, written in
Portuguese and Chinese.
The passengers should prepare themselves with coins to pay the exact
bus fare or purchase prepaid monthly pass or the Value-Added “Macau
Pass” Card, since no change is returned by the bus.

Taxicab (Taxi)
There are two types of taxicabs in Macao, the commonly known “Black
Cab” and “Yellow Cab”. The “Black Cab” is black in color, with its roof painted
in cream color while the “Yellow Cab” is in bright yellow color. The taxi
fare is standardized by the government and passengers are to pay the
required fare according to Taxi Fare Table.
As stipulated, when passengers take a ride by taxi from Macao to the
outlying Coloane Island, they have to pay a surcharge on top of the
regular taxi fare. In case passengers have to place their luggage in the
boot of the taxi, each piece of luggage carries a surcharge as well.
These two types of taxis provide radio-taxi-service; passengers can phone
the relevant taxi radio station at 2851 9519 for “Yellow Cab” and 2893 9939
or 8398 8800 for “Black Cab” when they need taxis.

1. Consumer Rights
According to Article 2 of Law No.12/88/M promulgated on 13 June, 1988,
which stipulates the “Protection of Consumers”, consumer is defined as
anyone to whom goods are supplied or services rendered for his/her own
private consumption by a professional individual or group that engage
in an economic activity. The Macao Consumer Council is in charge of the
responsibility to promote and safeguard consumer rights.
“Adherents to the Consumer Arbitration Centre” and “Certified
Shops”:
As “Adherents to the Consumer Arbitration Centre”, these traders promise
to submit disputes cases arise between them and consumers to be
arbitrated in accordance to law by the Consumer Arbitration Centre.
This commitment has somehow increased the confidence of consumers
during their consumption while protecting and expanding the goodwill
of these traders.
Since its founding in 2001, the Macao Consumer Council has been issuing
“Certified Shop” hallmarks to those adherents who never have complaints
filed against them. This hallmark encourages the certified shops to
exercise due care for consumer rights when promoting their businesses.
The Council makes use of its online homepage and other possible means
to popularize the “Certified Shops” quality initiative program to local and
worldwide consumers.

2. Shopping Tips
•• Macao is a free market in which traders and business owners can
determine the price of the goods they sell and the service charge of
service rendered. However, for some public utilities like electricity and
water supply, telephone and taxi services, the government has control
over their respective service charge. Before purchasing a product, it is
advisable to visit a couple of shops to have an idea of the market price
of that product through comparing the sales price listed in different
shops.
•• As stipulated by the laws and regulations of Macao, all kinds of
services rendered and goods for sale are priced in Pataca (MOP$).
•• If people tell you that foreign passport holders or tourists from
Mainland China can enjoy special discount upon buying ginseng,
Chinese herbs, dried seafood, jewelries and some other products,
please do not believe in what they said.
•• Before purchasing a produc t, consumers must have a full
understanding of its model, functions and negotiated sales price.
•• Upon the purchase of electronic products, like audio-visual,
telecommunication, computer products, consumers must know about
their applied voltage and check if the listed sales price includes the
prices of accessory parts.
•• The local mobile phone retailers do not provide “Three Guarantees”

to its customers like their counterparts in China. Consumers should
inquire the respective retailers about details of maintenance and after
sale services.
•• For the purchase of products which are priced according to their
weight, as in the case of Chinese medicine, ginseng, herbs and
dried seafood, consumers must have a clear understanding on the
calculation method of their unit price and their weight measure.
Consumers should not change their mind and buy products other
than the ones they intended to buy due to persistent persuasion
of the salesperson. In case of doubts, consumers can contact
the Consumer Council ( Tel: 8988 9315) or make inquiries to the
distributors (authorized dealers) of the respective products.
•• Having knowledge about the different between “parallel imports” and
“dealer goods” are important. “Parallel Imports” refer to all products
which are imported by retail shops without going through the
regional distributors (authorized dealers) and thus, authorized dealers
do not provide maintenance service for these “parallel imports”. In
general, the sales price of “parallel imports” is comparatively lower than
that of “dealer goods”, which are imported via regional distributors
(authorized dealers). If consumers want to buy “dealer goods”, they
should make relevant inquiries to the salesperson upon purchase.
Consumers must ask the retail shop for the invoice and the certificate
of maintenance issued by the authorized dealer of the purchased
product.
•• As Macao houses a rich variety of gourmet food, tourists can always
make inquiries about the address, prices of dishes and make advance
bookings via phoning up the respective restaurants and food outlets.
•• Many restaurants in Macao price fresh seafood by their weight.
When consumers wish to have seafood, they should inquire about
the calculation method of their unit price and their weight measure

before ordering. In Macao, the local weight measure is catty and taels;
one catty conatins 16 taels.
•• For some restaurants, they include “Tea & Sauce Charges” in their bill
for their customers. These charges refer to the charge for hot tea, small
plates of sauces/pickled vegetable/peanuts brought for the customers
prior to food serving. The “Tea & Sauce Charges” can be calculated by
table or by the number of customers in each table.
•• Upon paying for a product, consumers should make sure that all the
accessory parts of the product are included and its packaging is intact.
•• Consumers should ask the retail shops for sales voucher. Prior to
settling the payment, consumers should make sure that the voucher
contains the specifications (name of the product in details, model-no.,
quantity, unit price, total price) of the purchased product, information
of after-sales service and all of the verbal guarantees made by the
salesperson during the transaction.
•• Upon purchasing gold accessories and jewelries, it necessary to verify
that the sales voucher contains information about their gold fineness
and weight, the price of gold during the day of purchase; or the
name and type of precious stones and their relevant weight. In the
member shops of the Macao Goldsmith's Guild, “tael” is the unit of
measurement for weight of gold; 1 tael =37.5 grams.
•• If consumers intend to pay their purchasing in other currencies, they
should ask the retail shop if it accepts payment by foreign currency
and inquire about the exchange rate between Patacas and the
respective foreign currency.
•• Macao accepts all major international credit cards. When consumers
swipe their credit cards to pay purchased goods, they must check for

information about the purchased items and the type of currency used
for paying, which are generally printed onto the receipt. Cardholders
should only sign the receipt after verifying that all information is
correct. Please keep the counterfoil of the receipt for record purpose.
•• In general, restaurants add a 10% service charge to bills of food and
during the period of the Chinese New Year, some restaurants increase
their service charge. If consumers have doubts regarding service
charge, they should make inquiries to the attendants before taking
seats.
•• Over past few years, the MSAR government has exempted certain
consumer industries from 5% tourism tax. If consumers have doubts
regarding tourism tax, they should make inquiries to the relevant
government department.
•• Consumers are recommended to purchase goods from shops bearing
Quality Mark issued by the Macao Consumer Council.
•• When riding on a taxi, consumers should note down its license plate
and the particulars of its driver. In case if the consumers’ rights are
being violated, consumers can have ways to pursue investigation of
the violation.
•• Should disputes arise during purchase, consumers are advised not to
argue about the conflict issue inside the shops. They should ask the
shops for the sales voucher and then seek help from the Consumer
Council as soon as possible. In case of serious disputes, consumers

The official currency of Macao is MOP$ (Pataca). There are banknotes

8. Safety Tips for Using Domestic Electrical Appliances

Buy only electrical appliances which meet the statutory safety requirements.
2.
Electrical appliances must bear the proper markings
as shown on the diagram or be accompanied with a
notice indicating the same.
3.
Apart from fixed electrical appliances (e.g. ceiling
luminaries and electric water heaters) which do
not receive power supply from socket outlets, an
electrical appliance must be fitted with a 3-pin plug
which complies with the safety requirements.
Do not buy or use any electrical appliance which
is fitted with a 2-pin plug unless the appliance is
fitted with a 2-round-pin plug which complies with
safety standard BS4573 or EN50075 and is designed
to receive power supply from a shaver supply unit
inside a bath room (e.g. electric shaver, toothbrush or
epilator).
5.
For all fixed electrical appliances which do not receive power supply from socket outlets,
the connection of power supply must be carried out by a registered electrical contractor.

To prevent electric shock, electrical appliances must be effectively earthed, i.e. the
metallic casing of an electrical appliance is connected to the "earth" pin of its plug.

Electrical appliances must be fitted properly and with
robust structures for stable operation. Under normal
operation, there should not be any sign of overheating
(e.g. discolouration, charring and deformation) or
difficult starting, excessive noise or vibration, crack or
loosen part. If the safety of an electrical appliance is
in doubt, stop using it and hand it to an experienced
technician for inspection.

Otherwise, it may cause hazard arising from sparking.

Ensure that there is sufficient space around an

particular concerns.

Today, everyone is concerned about how to safeguard quality of life
when environmental problems have been posing direct impacts upon
our well-being, health and productivity. As the environment deteriorates,
humankind has to pay an immeasurable cost which has made
environmental conservation works ever more important and long term
planning is needed. It is our responsibility, the MSAR government and
the community as a whole, to follow closely the course of environmental
conservation.
1. Atmospheric Environment
Over the recent years in Macao, the number of days recorded as
having “Poor” air quality is on the rise, which means that air quality
tends to deteriorate. This has been caused by atmospheric emissions
and meteorological factors that came into play alongside Macao’s
development. The different pollution sources, for instance, exhaust fumes
emitted by vehicles and dust particulates produced during constructions,
must be dealt with seriously and be kept under control.
2. Water Resources
Macao is a city with limited water resources and salinity has been a
persistent threat to the quality of potable water in Macao. Salinity
problem, besides hampering the health of the public, is also a threat
to the sustainable local economic development. It is of urgent need
to formulate a strategy to ease this problem in the long-run while
intensifying collaborations between regions to increase the sources of
water supply. Moreover, the public has to cherish and save water; they
should take effective measures to preserve water sources.

3. Waste
With Macao’s recent thriving economy and rapid social changes,
the amount and variety of waste generated in Macao has been on
the increase. Meanwhile, as there are more and more large-scale
infrastructural works and private construction projects being launched,
the amount of waste produced during construction increases constantly.
Macao relies on incineration and landfill to treat waste. During waste
treatment, the relevant authorities impose strict monitoring of the
concentration of pollutants being generated. Societal wise, the people
should work together to popularize the idea of efficient use of resources,
recycling, waste recovery by kinds, environmental consumerism and ecoshopping through education and publicity campaigns. The citizens are
encouraged to develop eco-friendly habits, for instance, efficient use
of plastic bags, try to minimize the use of one-time disposal products
and to practice separate waste collection. Moreover, the industrial and
commercial sectors, as well as the hospitality industry, have to implement
environmental management, as it is the most effective way to reduce the
growth of waste.
4. Nature Conservation
In the new planning areas and newly constructed areas, the government
has already laid adequate conditions for developing green zones, thus
increasing the proportion of green areas against total land area. As many
construction projects over the COTAI reclamation zone are launched,
the surrounding ecological environment suffers drastic changes. There
comes the need to carry out persistent protection and conservation of
the peripheral ecological systems. Moreover, it is as well necessary to
raise the public’s awareness on fire precautions taken to prevent hill fire
and to impart the people with knowledge about the Convention on
International Trade in Endangered Species of Wild Fauna and Flora via
publicity campaign and education.

The major sources of ambient noise in Macao come from traffics,
transports, construction works, civil engineering constructions, social life
and commercial activities. Based on different noise sources, a cocktail
of measures and methods could be applied to improve the existing
situation. Besides perfecting relevant laws and regulations, publicity works
and education are important in cultivating proper civic consciousness
amongst the people, so that everyone works together towards preserving
the quality of their living environment.

When a tropical cyclone is near Macao, the Meteorological and
Geophysical Bureau of Macao will issue tropical cyclone warning signals.
By means of a variety of simple and easily understood signals, the Bureau
reminds the public that Macao may be affected by a nearby tropical
cyclone and that the offshore waters of Macao and its surrounding sea
areas may be threatened by gale force. In general, the Tropical Cyclone
Warning Signals are known as “Typhoon Signals”.

2. Rainstorm and Thunderstorm Warning Signals
In general, when the precipitation amount over the MSAR is expected
to be about 50mm in the coming two hours, the Meteorological and
Geophysical Bureau of Macao issues the Rainstorm Signal. When a
thunderstorm is being observed over the MSAR or is predicted to move
into the region, the thunderstorm warning will be issued.
When the tropical cyclone signal No.8 or above is hoisted, the rainstorm
or thunderstorm warning signals shall not be issued. When the
aforementioned signal is issued, public and private entities should take
adequate precautionary measures:
•• remain indoor;
•• Avoid staying in open fields, highland or beside a tree;
•• Avoid engaging in any kinds of water sports or outdoor sports
activities;
•• Avoid touching any metallic or water-sodden objects, or any objects
that can cause electric shock;
•• Beware of strong winds caused by the unstable weather.
3. Cold Shelters / Heat Shelters / Typhoon Shelters
In the event of prolonged cold, oppressively hot weather or in times of
typhoon, the Social Welfare Bureau shall activate the Ilha Verde Shelter for
Disaster Victims to provide temporary refuge for those who are in need.
During these emergent situations, the Bureau will inform the public about
the activation of the Shelter via TV announcements, radio broadcasts and

Macau Museum was inaugurated on 18th of April, 1998. It is seated at the
Mount Fortress, built by the Jesuits at the beginning of the 17th century.

The themed collections of the Maritime Museum illustrate that the history

The location of the Maritime Museum is believed to be the spot where
the Portuguese had first set foot on Macao. Standing by the Museum,
visitors can look beyond to the waterfront and admire the neighboring
fume-ridden A-Ma Temple leisurely. The temple honors the “Goddess
A-Ma”, the protector of the fishermen, while the Portuguese name of this
city, “Macao” was named after the “A-Ma Temple”.

Handover Gifts Museum of Macao
The Handover Gifts Museum of Macao is seated next to the Macao
Cultural Centre and the site of its premise had been the hall for holding
the Handover Ceremony on 20 December, 1999, marking Return of
Macao to China. After the ceremony, the hall was dismantled and that
area became part of the plaza of the Macao Cultural Centre. The Museum
was officially inaugurated in December, 2004 in commemoration of the

Taipa Houses – Museum
By the decision of the “Committee of the Eight Panoramas of Macao”, a
body formed by eight representatives from the art sector, the Portuguesestyle Taipa Houses-Museum of Dragon Ring became one of the eight
panoramas of Macao. “Dragon Ring” was the name of Taipa in the old days
while “Portuguese-style” refers to the stylized architectonic features of

the houses as well as to the scenic landscape surrounding the Avenida
da Praia of Taipa. The Musem’s entire premise is constituted by the five
Portuguese-style residences lying along the Avenida da Praia, the Carmo
Church, the former Carmo Library and the two small gardens nearby.
In 1992, these five buildings were recognized by the government for their
architectonic values and underwent comprehensive renovation. Three
of them were converted into museums, namely the “Macanese House”,
“House of the Islands” and “House of the Portugal Regions”. The other
two became the “Exhibition Gallery” and the “House of Reception”. On
5 December, 1999, the Taipa Houses-Museum was officially opened to
the public and is nowadays managed by the Civic and Municipal Affairs
Bureau.

Historical Museum of Coloane and Taipa
The two-storey Historical Museum has a rich collection of relics displayed
in its eight exhibition rooms. Besides that, it has a video projection zone
and a souvenir shop to cater to the public.
The first floor houses exhibitions of the historical relics unearthed in
Coloane, the stone architectural remains dug up from the crypt of
the former Islands Municipal Council Building, relics that reflect the
development of the villages in the islands and mirror the inhabitants’
religious belief and culture. They provide an overview of the history and
culture of Coloane and Taipa during the old days.
The exhibition rooms on the second floor have different themes: a historic
retrospect of the former Islands Municipal Council, the agriculture and
handicrafts of the Islands, the stylized features of architectures in Coloane
and Taipa as well as the recent development of the two islands. Visitors
will gain a detailed understanding of the modern political and economical
development of Coloane and Taipa.

Natural and Agrarian Museum
The museum is divided into five themed sections: natural geography,
farming tools from the Islands in the old days, the farmers’ livelihood,
fauna, flora, and medical plants. Visitors can get a handful of information
on farming tools and about poultry-raising back in the old days. The
museum showcases a huge variety of farming tools from the past, like
mill-wheel, grain mill and husk separator. In the outdoor section, there are
different lifelike mannequins of farmers to illustrate the farming process.

Wine Museum
The Wine Museum was inaugurated in 1995 to introduce to the public the
development of wine production by Caucasians from as early as 10,000
BC to the present time, with special highlights on Portugal, which lies on
the Iberian Peninsula.
The Museum houses a collection of old brewing utensils and tools for
wine-making, like grape pressers. A wine list is available for visitors to
enjoy a wine-tasting session of one of the listed vintage.

Grand Prix Museum
It was inaugurated in 1993 to commemorate the 40th anniversary of the
Macao Grand Prix. The Museum has a collection of over twenty motor
machines, formula motors and motorcycles, once ridden by renowned
racers and some other objects used by racers in the past. The most
fascinating exhibits are the race car of the deceased world-famous

Treasure of Sacred Art in the St. Dominic's Church
This is a history-ridden church constructed several centuries ago. The
Treasure of Sacred Art is a collection of over 300 religious art pieces, some
of which were collected from other churches or donated by different
people. These exquisite works exist in huge variety, inclusive of liturgical
vessels made of gold, silver and copper; lifelike effigies of saints sculpted
from wood, gesso and ivory; meticulously crafted oil paintings, prints of
biblical stories, emblems in color prints and silk liturgical vestments worn
by priests.

Museum of Sacred Art and Crypt
In between 1990 and 1995, the government decided to restore the ruins
of the St. Paul’s Cathedral and to build the Museum of Sacred Art and
Crypt upon the alleged graveyard of Father Alessandro Valignano, the
founder of the St. Paul’s College. The collections on display inside this
Museum range from religious paintings, sculptures to liturgical utensils
and adornments. They are exquisite pieces selected from the stock of
collections derived from all local churches and seminaries across Macao.
Amongst them, there are a couple religious sacred paintings worth
mentioning: “St. Michael Archangel”, “The Matyred Saints at Nagasaki” and
a set of four paintings depicting the life history of St. Francisco.

Dr. Sun Yat Sen's Memorial House in Macao

The Memorial House was originally the mansion that Dr. Sun Yat Sen
built for his family after 1918. The architecture’s decors are rich in Muslim
The displayed items consist of furniture and objects used by Dr. Sun Yat
Sen during his life as a medical doctor in Macao and while Sun became
the Generalissimo in Guangzhou. There are also manuscripts by Sun and
photos taken of him with his revolutionary comrades. A statue in bronze
of the “Father of the Nation” is erected in courtyard next to the premise for
visitors to pay homage to this great leader.

Lin Zexu Memorial Museum of Macao
Located inside the Lin Fong Temple, the Museum was inaugurated in
November, 1997 to extol the courage and bravery shown by the dignified
and respectable Lin Zexu in his struggle to ban opium. The Museum
houses a collection of photos of Macao in her old days, pictures about
opium bans at Fumen and correspondences between Lin and the Qing
administration. In addition, there is a showcase of miniature models of
different types of boats: warships of the Qing Court, ships used by the
Portuguese in navigation and sailing vessels for storage of opium. In the
centre of the Museum, there are life-size mannequins illustrating the
reception of foreign government officials by Lin. Eventually, visitors can
take a look at the tools used in smoking opium to remind them of the
disastrous consequence of opium-addiction.

Fire Services Museum
The Fire Services Museum is seated in a Mediterranean-style building
constructed in 1920. It houses more than 700 exhibits in two stylized
halls occupying an area of 350m2. The main hall showcases a collection of

Chinese and British made manual-driven pumps, old British fire engines,
a simulated setup showing a mannequin fireman sliding down a pole,
historic data, pictures as well as flags, emblems, medals, badges and a
grey-colored ceremonial uniform of the fire brigade.
Exhibits in the inner exhibition hall: a miniature model of the Central
Operational Post, an electronic board indicating the sites of current and
past fire stations, helmets and boots used by the brigade, traditional
Chinese hoses and nozzles, antique fire alarms, model of wells, wooden
plaque, ladders, fire hydrants, breathing apparatus used by the firemen
and a simulated setup of a wooden hut on fire.

Museum of the Holy House of Mercy
The Holy House of Mercy, established in 1569 by the first bishop of Macao,
Belchior Carneiro, is the oldest local charitable institution.
The exhibits are made up of historic artifacts of the Holy House of Mercy,
ritual utensils and objects used by the Catholic Church which reflect the
cultural features developed from the missionary works undertaken by the
Church in Asia and in the neighboring regions.

The Museum has a collection of over 200 antique gramophones, curio
wooden hand telephones, tube radios and transistor radios, which
accounts the historic evolution of audio appliances from manual to
electric driven.

Pawn Business Exhibition Hall
“Tak Seng On” (Pawnshop of Virtue and Success) was established in 1917.
It was initially owned by Mr. Kou Ho Ning, a wealthy merchant of Macao
in the old days. The architectural design, exterior layout, interior decors,
records tools and procedures of pawnages had been modeled after the
pawnshops in Mainland China at the time.
Today, this kind of pawnshop has been relegated to the annals of history,
but as part of its mission to preserve the cultural heritage of Macao, the
Cultural Institute of the MSAR government had restored “Tak Seng On” to
its original conditions. By visiting this historic premise, locals and tourists
can have a glimpse of the heyday of pawn business in Macao.

Macao Security Forces Museum
The Macao Security Forces Museum is seated in the lobby of the Macao
Security Forces Bureau, hosting a collection of historically precious objects
that had been used by the military and security police, such as guns,
cannons, communication equipments, old photos and pictures. It also has
miniature models of the Public Security Forces Bureau (the S. Francisco
Barrack) and of the Border Checkpoint Building at the Border Gate.
Visitors can learn about the livelihood of the Portuguese soldiers who
had stationed in Macao in the past, the littoral landscape of Macao and
the stylized features of the rows of pink-colored Portuguese architectures
lying along the S. Francisco Garden.

The Communications Museum, inaugurated on 1 March, 2006, houses
a collection of interactive and experimental exhibits about post/

which is something worthy of further exploration.

3. Cultural Events and Facilities
Annually, the Cultural Institute organizes a variety of cultural and art
events: Macao Arts Festival, Macao International Music Festival, Macao
Biennial Art Exhibition, concerts, exhibitions, youth music contests and
movie festivals. In addition, it issues administrative license for films,
documentaries and promotional videos shot or produced in Macao. The
Institute also manages the Macao Orchestra (professional orchestra) and
the Macao Chinese Orchestra (semi-professional orchestra) and organizes
respective music performances staged in schools or arranges tours
abroad.
Tap Seac Gallery
Inaugurated on 5 December, 2003 and run by the Cultural Institute of the
MSAR, the Tap Seac Gallery houses a variety of visual arts exhibitions and
cultural events. The Gallery, about 400m2 in area, is further divided into
front, back and central sections. The front part is the main exhibition area
while the back section is catered for displays, seminars and talks. These
two parts is linked by a short flight of steps and the central part is an
enclosed patio that lets in natural light. The Gallery has an internet zone
available for the public to go online to browse over art and culture related
information.

Macao Historical Archives
The Historical Archives collects, arranges and safe-keep archives of
different local public administration bodies and microfilms obtained from
archives libraries abroad. These microfilms contain information pertaining
to the history of Macao.
Local residents with identification document are eligible to look into
these archives. As for non-local residents, they have to present supporting
documents issued by an academic institute from their country (land) of
origin or from Macao besides their identification documents.
