for Latin America and the Caribbean. Supported the Regional Vice-president on all Regional matters
concerning strategy, operations and administration.
2010-2013
WB Special Envoy for Haiti, Port-au-Prince
Responsible for leading strategy, dialogue partnerships with Government, bilateral and multilateral
partners, civil society and other key stakeholders. In charge of oversight and quality of over 900 million
USD grant portfolio, covering emergency, reconstruction and development operations. Responsible for
managing the Port-au-Prince country office, with a staff 34.
2007-2009. Program Manager, Portfolio and Operations for the World Bank in Brazil, Brasília.
This is a portfolio of about 13 billion dollars, with over 2 million USD of new commitments per year. The
portfolio includes about 57 project loans that cover a wide array of areas including: fiscal and and public
sector reform, infrastructure, private sector development, human capital development (education,
health and social protection), rural development and sustainable environment. The health portfolio
includes projects in the areas of health surveillance and disease prevention and control, HIV/ AIDS,
family health, quality of care and health care financing. The country office includes a 70 professional and
support staff.
2006-2007. Program Coordinator, Brazil Anchor Office at WB Headquarters in Washington.
Represented the Brazil team in Washington, caring for the interface with partners of the World Bank,
the Board of Directors and the Vice President for Latin America and the Caribbean.
2000-2006. Sector Manager of the Human Development Unit for West Africa
Managed of a team of 50 professionals and support, responsible for a portfolio of about 30 projects in
education, health and social protection in Benin, Burkina Faso, Cape Verde, Ivory Coast, Ghana, GuineaBissau, Gambia, Liberia, Mali, Mauritania, Niger, Sao Tome and Principe, Senegal, Sierra Leone, and
Togo. About 20 of the 50 staff were decentralized in country offices. The portfolio of health projects
included broad support to health systems, HIV/ AIDS prevention and control, medical education and
health components broad poverty reduction project/credits (PRSCS). The unit was the first non PREM
unit to manage such multi-sector programmatic operations. Managed the preparation of the HIV/AIDS
Control project in Uganda, and that of the Hospital Reform Project in South Africa. The education
portfolio included support to literacy and primary education. The social protection portfolio financed
poverty alleviation and community driven development projects.
1998-2000. Sector Leader of the Human Development Team at South Cone
Coordinated the portfolio of education, health and social protection projects in Argentina, Chile and
Uruguay. The portfolio of health projects included nutrition, maternal and child health, HIV/AIDS
prevention and control, surveillance and control of communicable diseases, hospital and health
insurance reforms. The education portfolio included support to primary education, professional
education and science and technology. The social protection portfolio included support to programs
such as poverty alleviation, community driven development and temporary employment for the poorer
and most vulnerable.
1992-1998. Specialist, Senior Specialist, Lead Specialist of Public Health
Project leader and team member of about 20 health projects in Argentina, Brazil, Chile, Paraguay, Peru,
Uruguay and Venezuela. The projects cover such diverse areas as nutrition, maternal child health,
primary health care, endemic diseases control, malaria control in the Amazon Basin, indigenous health,
HIV/AIDS, family health, hospital reform and health insurance reform.

1988-1992 Scientific and Principal Scientific Officer, Commission of the European Commission (EU)
Management of EU support for pre-competitive research on medical informatics and Science Program.
The latter financed scholarships and grants to foster the association between researchers, science
institutions and industry, in at least two EU countries.
