I have the pleasure to present to readers the fifth edition of the SIRGAS Project
Newsletter. This issue has a very special meaning, since all of the objectives and goals
proposed for the project at Asunción Conference, in October 1993, were reached
during 1997, according to what was planned in that occasion. The crowning moment
of the project occurred during the Session 1.3 (“SIRGAS Project”) of the
Symposium 1 (“Advances in Positioning and Reference Frames”) of the International
Association of Geodesy Scientific Assembly, when the final results of the activities of
Working Groups I and II were presented and the publication “SIRGAS Final Report,
Working Groups I and II” was distributed. More details about the session are
presented in this newsletter. During the assembly a business meeting of the project
was also carried out, when the Working Group III (“Vertical Datum”) was created and
its president was elected, Eng. Roberto Teixeira Luz, from Instituto Brasileiro de
Geografia e Estatística (IBGE). This group has the arduous mission on the
development of activities toward the definition and realization of a unique altimetric
system for the South-American continent. The composition of this new working group
and some information about the activities already done can be found in this newsletter.
I would like to take this opportunity to stand out the cooperation and support from all
participants of the project, responsible for its great success, and to wish to readers and
family a happy and successful new year.

SIRGAS AT IAG SCIENTIFIC ASSEMBLY, RIO’97
During the Scientific Assembly of International Association of Geodesy, held from
September 3 to 9, 1997, in Rio de Janeiro, Brazil, the session 1.3 “SIRGAS Project” of
Symposium 1 “Advances in Positioning and Reference Frames” was dedicated to the
project. In this session the final results of the activities of Working Groups I

A business meeting of the project was held on September 06, 1997, when the activities
performed until that occasion were evaluated. Considering the spectrum of the main
objectives of Working Groups I and II, it was discussed the consequences of the
project regarding the altimetric component of the reference system. By this way, the
Working Group III “Vertical Datum” was created.
INFORMATION ON WORKING GROUP III: VERTICAL DATUM
(Prepared by the President, Eng. Roberto Teixeira Luz)
Created during the business meeting of SIRGAS Project at Rio de Janeiro on
September 6, 1997, the group has the following objectives : establishment of a
Vertical Datum for the South-American continent and the link of the existing
altimetric netwoks to it.
A meeting was also held on September 9, with the components of the group attending
the IAG Scientific Assembly, when the first activities of the group were discussed :
• collection of information on levelling networks and tide gauge stations used in
vertical datum of each country ;
• characterization of levelling of the stations of SIRGAS Reference Network;
• consultation about the procedures on compatibilization between GPS heights and
the various national altimetric systems ;
• set-up of a bibliographic database related to the group subject ; and
• definition of period and place of first business meeting of WG-III.
Information regarding the first three topics above will be object of a request to be sent
to the national representatives on the SIRGAS Committee. Concerning the meeting, its
definition should be done in early 1998.

DISCUSSIONS
The discussions was started with a reviewing of concepts and practical problems
involved in the definition and realization of a vertical reference system, presented by
Dr. Hermann Drewes, WG.III Scientific Consultant. During this presentation, Dr.
Drewes made some recommendations, which were discussed by the participants of the
meeting. These discussions served as origin to the resolutions presented at the end of
this publication.
Within these discussions, the WG.III members decided that the group would have
more scientific consultants, indicating Prof. Christopher Jekeli (OSU, EUA) and
Denizar Blitzkow (USP, Brasil) to be invited to participate.
As contribution to discussions, some WG.III participants presented technical and
scientific papers related to the WG.III activities.

RESOLUTIONS
1) To adopt a unique vertical reference system to whole South America, with two
types of heights : ellipsoidal and another geopotential-derived type ;
2) To realize the vertical reference system through a set of stations which have
levelling with gravimetric observations and SIRGAS coordinates, including tide
gauges which define the “classical” vertical datum in each country ;
3) To establish a database at IBGE (Brasil) and at IGM (Chile) containing localization
and characteristics of vertical stations ;
4) To prepare a technical document to help the national decisions, which consists in a
theoretically based recommendation about the type of heights to be adopted ; and
5) (a) To organize gravimetric data referred to absolute gravity and (b) to compute
geopotential numbers.
