também é conhecido, acabou por dar à Companhia um título
inédito: a de maior exportadora de Guarulhos. Esses feitos

Petrobras Distribuidora is assembling a veritable allied force to act in special operations
with the Brazilian Air Force. ThIs could be seen
at the Cruzex V – Cruzeiro do Sul Operation,
whose fifth edition joined 92 aircraft and
3000 military personnel from 12 countries,
including participants and observers. Once
again BR Aviation assured around 1100 fueling operations for modern combat aircraft,
from helicopters to fighters, that undertook
the country’s biggest war simulation exercise
in the skies of Brazil’s Northeast.
With the same sense of commitment, BR
Aviation assured the take-off of hundreds of
cargo and passenger aircraft at Guarulhos,
South America´s main airport, where it provides fuel for airlines from all over the world.
Petrobras Distribuidora’s volume of international fueling operations at Cumbica
Airport, as it is also known, assured it an unprecedented position as Guarulhos’ biggest
exporter. These achievements reinforce our
conviction that, whether on land, at sea or in

BR Aviation abastece quase 100 aeronaves das forças aéreas de seis países no maior
exercício de guerra aérea simulada na América Latina
O
Estados Unidos (que até então participava como observador), além de
observadores da Bolívia, Equador,
Canadá, Reino Unido, Colômbia e
Paraguai.
A Petrobras Distribuidora foi a
grande força aliada do maior exercício de combate aéreo combinado da América do Sul. Assegurou
o abastecimento das aeronaves,
entre as quais os caças Rafale, da
França, e os caças norte-americanos F-16, utilizados pelas forças aéreas de diversos países do
mundo.
Seguindo a célebre frase do Comando da Aeronáutica: “Não perguntem se somos capazes, nos deem
a missão”, a equipe da BR Aviation
cumpriu sua missão com mais de
110 abastecimentos e um volume de
cerca de 300 mil litros diários sem
nenhum incidente. “Um grande desafio foi deslocarmos equipamentos
e equipes de várias partes do país
com um cronograma seguido à risca
para o sucesso da operação”, afirma
o titular da Gerência de Operações
e Padrões de Aviação, Arthur Rocco.

de equipamentos, alguns importados, para garantia do pleno desempenho da BR Aviation na operação”,
complementa.
O combustível da BR Aviation garantiu nada menos que quase 950 decolagens e aproximadamente 1.200
horas de voo dos aviões que participaram da V Cruzex, que teve como
palco, mais uma vez, o Nordeste
brasileiro. As cidades de Natal (RN),
Fortaleza (CE), Recife (PE), João Pessoa (PB), Salvador (BA), Patos (PB),
Mossoró (RN) e Campina Grande
(PB) receberam as aeronaves, subordinadas por um só sistema de comunicação e controle que mostrou
a capacidade brasileira de realizar
grandes manobras militares.
A logística de suprimento de querosene da aviação em quantidades

bem acima das consumidas nos
aeroportos envolvidos também foi
um desafio à parte. “Tivemos muita
atenção com as alterações logísticas que a operação demandou e,
nesse sentido, o alinhamento com a
área de operações da BR foi essencial para o sucesso obtido”, atesta
o titular da Gerência do Aeroporto
de Recife, Roberto de Oliveira, coordenador geral da operação pela
BR Aviation.
Guerra no sertão
O conflito simulado nos céus do
sertão, envolveu caças e helicópteros em missões bélicas complexas como o Combat-SAR (significa
a busca, o resgate e o salvamento
de equipagens de aeronaves abatidas, ou de militares combatentes,
que se encontrem isolados em território inimigo) e o combate aéreo
além do alcance visual. Graças ao
sistema integrado de defesa e controle do espaço aéreo, o exercício
não provocou atrasos para a aviação comercial. Coordenado pelo
Comando-Geral de Operações
Aéreas (Comgar), a Cruzex envolveu as bases aéreas de três capitais
nordestinas – Natal (BANT), Fortaleza (BAFZ) e Recife (BARF) –, além de
três municípios da região – Quixadá (CE) e Mossoró e Maxaranguape
(ambos no RN).
O objetivo desse simulado é reforçar a interação e treinar as forças
aéreas envolvidas no planejamento
de operações combinadas com países aliados, nos mesmos moldes utilizados pela Organização do Tratado
do Atlântico Norte (Otan) em conflitos internacionais. A Base Aérea de
Natal já sediou o exercício Cruzex
em 2004 e 2008.

cio decorrente da invasão do “país
Amarelo” pelas tropas do “país
Vermelho” e a posterior intervenção de uma coalizão liderada pelo
“país Azul”. No mapa real, as cidades de Natal (RN), Recife (PE) e
Campina Grande (PB) concentraram a maior parte das aeronaves
envolvidas, enquanto as forças hostis operavam a partir da Base Aérea de Fortaleza. Em Natal, das 66
aeronaves envolvidas no exercício,
31 eram de forças aéreas estrangeiras. Na história fictícia, a força
de coalizão assegurou a superioridade aérea e as aeronaves apoiaram a invasão terrestre simulada.

America’s biggest simulated air war exercise

he real atmosphere is one of
peace, but a typical war climate prevailed during the 23
days of the Cruzeiro do Sul Operation (Cruzex), a military training
exercise held every two years under
the command of the Brazilian Air
Force (FAB), with the participation of
fighters and armed forces personnel
from invited countries. The 5th Cruzex took place from October 28 to
November 19, with the participation
of 92 combat aircraft and more than

3 thousand military personnel from
the armed forces of Brazil, Argentina, Chile, Uruguay, France and the
United States (which had previously taken part only as an observer),
as well as observers from Bolivia,
Equador, Canada, the United Kingdom, Colombia and Paraguay.
Petrobras Distribuidora was the
great allied force of South America’s
biggest combined air combat exercise. It assured the fueling of the
aircraft, which included the Rafale
fighters from France, and US F-16
fighters, used by the air forces of various countries around the world.
Following the famous Air Force Command saying: “Do not ask
whether we are capable, just give us
the mission”, the BR Aviation team
fulfilled its mission of carrying out
more than 100 fueling operations
and providing a daily volume of
nearly 300 thousand liters, without
any mishaps. “The great challenge
was to send equipment and teams

Rocco. “As the 5th Cruzex doubled
the amount of fuel supplied at some
of the airports involved, we were
also careful to obtain extra equipment – some of which was imported
– well in advance, so as to assure BR
Aviation’s top performance during
the operation”, he added.
BR Aviation fuel guaranteed no
less than nearly 950 take-offs and
around 1.200 flight hours of the
planes that took part in the 5th Cruzex, which, once again, was held in
Brazil’s Northeast. The cities of Natal (RN), Fortaleza (CE), Recife (PE),
João Pessoa (PB), Salvador (BA), Patos (PB), Mossoró (RN) and Campina Grande (PB) received the aircraft,
subordinated to a single communication and control system which demonstrated Brazil’s capacity to organize big military maneuvers.
The logistics of supplying amounts
of aviation kerosene that were much
greater than those normally consumed at these airports constituted
a big challenge in itself. “We paid
great attention to the logistics alterations required and, in this sense, the
alignment with BR’s operations area
was an essential factor in the success
obtained”, affirms the head of the
Recife Airport Department, who was
general coordinator of BR Aviation’s
side of the operation.
War in the backlands
The simulated conflict in the backlands’ skies joined fighters and
helicopters in complex combat missions such as the Combat-SAR (ope-
rations aimed at searching for, and
rescuing, equipment and crews of
aircraft that have been shot down
behind enemy lines) and non-visual
air combat. Thanks to the integrated
air space defense and control system, the exercise did not delay any
commercial aviation flights. Coordinated by Air Operations General
Command (Comgar), the Cruzex
used the air bases of three Northeastern capitals – Natal (BANT), Fortaleza (BAFZ) and Recife (BARF) –, as
well as those in three of the region’s
municipalities -– Quixadá (CE) and
Mossoró and Maxaranguape (both
in RN).
The aim of this simulation was
to reinforce interaction between the
air forces involved and train them in
the planning of operations like those used by the North Atlantic Treaty
Organization (Nato) in international

conflicts. The Natal Air Base had already been the headquarters of the
Cruzex exercise in 2004 and 2008.
The air war simulated an imaginary conflict caused by the
“Yellow country’s invasion by “Red
country” troops and the subsequent intervention of a coalition
led by the “Blue country”. In the
real map, the cities of Natal (RN),
Recife (PE) and Campina Grande (PB) concentrated most of the
aircraft involved, while the hostile
forces operated out of the Fortaleza Air Base. In Natal, 31 of the
66 aircraft involved in the exercise
belonged to foreign air forces. In
the imaginary event, the coalition
forces achieved air superiority and
its aircraft provided support for the
simulated land-based invasion. As
a result of operation “Yellow Free”,
the red troops were forced to retreat.

A BR, que aparece pela primeira vez no ranking anual “Quem
é quem na economia de Guarulhos”, elaborado pelo Diário de
Guarulhos, assumiu a liderança
na categoria exportadora, respaldada principalmente no volume
de combustíveis de aviação que a
BR Aviation comercializou para as
companhias aéreas estrangeiras
que abasteceram no Aeroporto
Internacional de São Paulo/Gua-
rulhos – Governador André Franco
Montoro.
O resultado da quarta edição
dessa premiação foi anunciado em
solenidade realizada no dia 30 de
novembro, em Guarulhos, com a
presença de mais de 500 empresários e autoridades municipais e estaduais. O evento faz parte de uma
série de atividades comemorativas
dos 450 anos da cidade.
O ranking valoriza e reconhece o
esforço, o talento e a dedicação das
empresas que colaboram para que
Guarulhos – com mais de 1,2 milhão de habitantes – tenha hoje o segundo maior PIB do estado e o nono
do Brasil. A cidade abriga um dos
principais polos industriais do país,
e cresce continuamente nas áreas de
transportes e logística, com o comércio exterior que se desenvolve a partir do Aeroporto de Cumbica.
Foram entregues prêmios para as
cinco empresas que registraram os
melhores resultados nos quesitos de
Faturamento Líquido, Rentabilidade,

e Exportadoras, além das 10 que se

Paulo (Gasp), da Petrobras Distribuidora.
“Guarulhos é uma cidade industrial, com uma economia forte e
que vem gerando novos empregos”,
agrega o gerente, destacando que
a venda de produtos de aviação foi
decisiva para a conquista dessa liderança. “é que o abastecimento de
aeronaves estrangeiras é caracterizado como produto exportado, entregue internamente”, explica.
Os números do movimento de
aeronaves, passageiros e cargas no
aeroporto paulista dão uma ideia da
dimensão desse consumo: de janeiro a outubro Cumbica recebeu mais
de 206 mil aeronaves, mais de 22
milhões de passageiros (quase 22%
do total registrado nos aeroportos do
país) e 302 mil toneladas de carga
(ficando Viracopos, em Campinas,
com o segundo maior movimento
de carga com quase 196 mil toneladas).
“Guarulhos se desenvolveu muito
desde a inauguração do aeroporto,
em 1985, ampliando os horizontes
da cidade. O aeroporto e seus voos
internacionais deram um upgrade no
perfil econômico da cidade”, diz o
titular da Gasp. “Respondemos pela
grande parte do volume de combustível exportado: temos um market
share estimado de 55% dentro do
aeroporto, incluindo voos nacionais
e internacionais”, comemora o gerente.
“Nosso maior cliente estrangeiro
é a American Airlines, considerada
a maior companhia aérea do mundo e que é atendida com exclusivi-
dade pela BR Aviation”, conta Rogério Moreira de Sousa Leite. “Mas o
grande mérito é de toda a Gerência
de Produtos de Aviação (GPA), responsável pela conquista dos contratos com as grandes companhias
aéreas”.
Como se já não bastasse ser o
maior aeroporto do país, a partir do
primeiro semestre de 2011, Guarulhos passará por grandes obras que
vão desde a adequação de pistas até
a construção de um novo terminal de
passageiros. “A BR Aviation também
participará deste esforço de modernização do aeroporto, atuando na
ampliação do sistema interno de distribuição de querosene de aviação
de modo coordenado com os investimentos gerenciados pela Infraero”,
comenta Arthur Rocco, titular da Gerência de Operações e Padrões de
Aviação (Gopa), responsável pelos
investimentos da BR Aviation.

O aeroporto conhecido popularmente como Cumbica (que,
ironicamente, em tupi-guarani,
significa “nuvem baixa” ou “neblina”), foi inaugurado em 1985,
depois de cinco anos de obras e
mais de 10 de polêmicas. Localizado na cidade de Guarulhos,
no distrito de Cumbica, está próximo à Base Aérea de São Paulo
(que cedeu área para o aeroporto) e a 25 quilômetros do centro
da maior metrópole do país.
O complexo aeroportuário mais movimentado do Brasil é também o principal hub
da América do Sul (ou seja,
aeroporto utilizado por uma
companhia aérea como ponto
de conexão para transferência
de passageiros para o destino
pretendido). é ainda o segundo maior da América Latina em
voos internacionais, atrás apenas do Aeroporto Internacional
de San Juan, em Porto Rico, e o
maior no transporte de carga.
Hoje Cumbica ocupa a 36ª posição entre os mais movimentados do mundo.

t is at the country’s biggest airport
that BR Aviation has been flying
further and further and more
successfully, thus assuring Petrobras
Distribuidora an unprecedented position as the biggest exporter from
Guarulhos, a municipality of the
Greater São Paulo area.
BR, which appeared for the first
time in the annual “Who’s who in the
Guarulhos economy” ranking, drawn up by the “Diário de Guarulhos”
newspaper, became leader in the
exporter category due mainly to the
volume of commercial aviation fuel
that BR Aviation sells to the foreign
airlines that refuel at the Governor
André Franco Montoro São Paulo/
Guarulhos International Airport.
The result of the fourth edition
of this award was announced in
a ceremony on November 30, in
Guarulhos, in the presence of more
than 500 members of the business
community and municipal and state authorities. The event was one
of a series of activities organized
to celebrate the city’s 450th anniversary.
The position achieved in the
ranking constitutes a homage to
the effort, talent and dedication of
companies who have contributed
to making Guarulhos – which has
more than 1.2 million inhabitants –
the second largest municipality in the
State of São Paulo in terms of GDP
and the ninth in Brazil. The city has
one of the country’s main industrial
poles and is growing continually in
the transportation and logistics areas, due to the foreign trade activities
that have developed around Cumbica Airport.
Prizes were awarded to the five
companies that recorded the best
results in terms of Net Turnover, Profitability, Domestic Capital, Industry,

Commerce, Services, Non-Profit Entities and Exporters.
Austin Assis, a consulting firm,
was responsible for the assessment
of nine of the award’s categories.
And the Operational Excellence
Unit (Nexo) of the São Paulo State Industry Center’s regional office
(Ciesp Guarulhos) assessed the
companies that stood out in terms
of Operational Excellence. In this
edition, six companies received
awards for their management practices, relationships with employees
and the community, and for their
quality programs, as well as for financial performance.
Fuel Guaranteed
“The yearbook has become a
reference for those who are looking
for business opportunities in Guarulhos. It is a very important tool for
providing information on the city’s
economy, as it constitutes a database for investors who may develop
new markets”, highlights Rogério
Moreira de Sousa Leite, head of
Petrobras Distribuidora’s São Paulo
Airport department (Gasp).
“Guarulhos is an industrial city
with a growing economy and has
been generating new jobs”, adds the
manager, emphasizing that the sale
of aviation products was a decisive
factor in the conquest of this leadership. “This is because supplying fuel
for foreign aircraft is characterized
as a domestically delivered export
product”, he explains.
The figures for aircraft, passenger and cargo traffic give an idea
of the size of this consumption.
Between January and October of
last year, Cumbica received more
than 206 thousand aircraft, more
than 22 million passengers (nearly
22% of the total recorded at all the
country’s airports) and 302 million
tons of cargo (Viracopos, in Campinas, came second in terms of cargo
traffic, with a volume of 196 thousand tons).
“Guarulhos has developed a lot
since the airport’s inauguration in
1985, broadening the city’s horizons. The airport and its international flights have upgraded the city’s
economic profile” says the head of
the Gasp. “We account for a large
part of the volume of fuel exported:
we have an estimated market share of 55% at the airport, including
domestic and international flights”,
celebrates the manager.
“Our biggest foreign customer is
American Airlines, which is considered to be the world’s largest airline
and is served exclusively by BR Aviation”, says Rogério Moreira de Sousa
Leite. “But the merit for this achievement belongs to the whole Aviation
Products Department (GPA), which is
responsible for conquering contracts
with the major airlines.
Already the country’s biggest airport, major works will begin during
the first semester of 2011, and will
include runway renovation and the
construction of a new passenger terminal. “BR Aviation will also take
part in these efforts to modernize
the airport, increasing the internal
aviation kerosene distribution system
in coordination with the investments
managed by Infraero”, comments
Arthur Rocco, head of the Aviation
Operations and Standards Department (Gopa), responsible for BR
Aviation’s investments.
CLEAR BLUE SKIES
The airport , popularly known
as Cumbica (which, in the tupiguarani indigenous language,
ironically means “low clouds” or
“fog”), was inaugurated in1985,
after five years of works and more
than 10 of controversies. Located
in the city of Guarulhos, in the district of Cumbica, the airport is near
the São Paulo Air Base (which ceded an area for the airport) and 25
kilometers from the center of the
country’s biggest metropolis.
Brazil’s busiest airport complex
is also Latin America’s main hub
(the airport used by an airline as
its main connection point for the
transfer of passengers to their in-
tended destination). It is also Latin
America’s second largest airport in
international flight terms, second
only to San Juan International Airport in Puerto Rico, and the biggest
in terms of cargo transportation.
Cumbica currently occupies the
36th position among the world’s
busiest airports.
