The standard shall be applied to the uncertified part of a product group (herein referred to as wood) in the manufacturing, processing, transformation and trade of forest products carrying the FSC label for mixed products. It shall also be applied by FSC chain of custody certified traders who wish to supply FSC Controlled Wood to FSC chain of custody certified operations for the purpose of mixing with FSC certified materials. The standard may also be applied to non-timber forest products (herein referred to as wood). Note: This document details all the elements that are required to do the risk assessment. However, the document is divided into a “Restricted Information” section and a “Public Information” section. Only the information recorded in the “Public” section will be available on the FSC website. The information in the “Restricted” section will be covered by the Bureau Veritas Certification rules of confidentiality and will not be disclosed. The Risk Assessment requires a precautionary approach. Any area worldwide is therefore considered “unspecified risk” until “low risk” can be determined in line with the risk assessment set out here under (refer Section 1.1 of FSC-STD-40-005) 60 avenue du Général de Gaulle 92046 Paris - La Défense Cedex France Tél. : + 33 (0)1 41 97 00 60 Fax : + 33 (0)1 41 97 02 04 Bureau Veritas Certification France S.A.S. If conditions at a given scale are not sufficiently homogeneous to establish low risk, the scale shall be further decreased. The Risk Assessment shall be continued at decreasing scales until conditions are sufficiently homogeneous. 2. Risk designation may be possible at a national level under certain homogenous conditions, whereas under more heterogeneous conditions, risk designation may only be possible at a district or local level and/or at the level of subsets of eco-regions. 3. ILLEGALLY HARVESTED WOOD 1.1 The district of origin may be considered low risk in relation to illegal harvesting when all the following indicators related to forest governance are present. Requirements Sources of information Finding&Evidence Result www.fsc.org); www.eia-international.org 1.1.1 Evidence of enforcement of logging related laws in the district. www.globalwitness.org As to harvest the planted trees, the farmer participating on CENIBRA’s Forest Farming Program has to obtain the required licensing. Firstly, CENIBRA carries out an inventory in order to est imate the volume of wood that a given farmer is able to deliver to the mill. Following, technicians both from CENIBRA and from IEF (State Institute of Forests) visit the site as to check and fill a report and a declaration of free-of-taxes. The farmer takes the documents to the local IEF Office and receives back the DCC – Wood Harvest and Trade Permit. http://ec.europa.eu/comm/development/body/theme/f The DCC is taken to CENIBRA Central orest/initiative/index_en.htm Office, where a procurement contract is http://www.globalforestregistry.org/ signed out and the farmer is given a certain number of NTM – Wood Transport Permits, which is sufficient to guide the expected wood volume. At the end of the month, a fiscal document is emitted in the name of the farmer, and the necessary taxes are paid by CENIBRA. LOW RISK Bureau Veritas Certification France S.A.S. These controls prevents any illegally harvested wood to travel around, thus to arrive at the mill (if was the case of any illegally harvested eucalyptus wood from plantations being directed to the mill, what has never happened and there are no registers of such occurrence). LOW RISK There is no wood from natural forest being supplied to CENIBRA. All wood consumed by the pulp plant is from Eucalyptus plantations. 1.1.3 There is little or no evidence or reporting of illegal harvesting in the district of origin. www.illegal-logging.org There are reports of illegal harvesting of native species in the region, but all related to production of charcoal, to supply steel industries. In that sense, there are no chances that any illegally harvested wood enters in our industrial process, though native species wood doesn’t fit the specified industrial criteria. Also, the complete chain-of-custody control, as specified at 1.1.1 above, prevents any illegally harvested wood to enters the mill. LOW RISK Bureau Veritas Certification France S.A.S. Less than 8% of the original forest now remains, and it occurs mostly in isolated remnants scattered throughout a landscape dominated by agricultural uses. This pattern is due a historical land occupation and use process, which took part since colonization by portuguese kingdom, about year of 1500. The company protects around 40% of their total lands as nature reserves and permanent preservation areas. Within these areas the company maintain program to monitor the natural resources and has identified HCVF, special area where adopted a specific monitoring and protection. Also, they participate in some corporative social and environmental programs such as “The great neighbor”, where environmental concerns are discussed, including bush fire prevention (bush fire can be said as one of the main problems regarding the conservation of fragments of Atlantic Forest). 3.2 A strong system of protection (effective protected areas and legislation) is in place that ensures survival of the HCVs in the eco-region (sub-eco-region, local). https://www.biodiv.org/world/parties.asp https://www.biodiv.org/reports/list.aspx?type=for Brazil has one of the strictest environmental legislation in the world, and at the Minas Gerais state level, the enforcement authorities are acting harder in order to protect what was left the original cover of the Atlantic Forest.
