1 EXECUTIVE SUMMARY
This deliverable presents the results of PRO-IDEAL events in Brazil geared towards
EU-Latin America ICT Collaboration Conferences and Coaching Courses,
with a climax which took place in Sao Paulo on March 22-26, 2011 under the event
“Mesh com Moedas Criativas. O Valor das TICs na Economia do Conhecimento”.
In Brazil, this final event was also an opportunity to highlight the policy dialogue
established by the City of Knowledge Research Group as well as to pitch project
ideas presented by Project Angels supported by the group since 2009. The event
was co-sponsored by the National Social and Economic Development Bank
(BNDES), webstreamed live with a 2,000+ audience.
New candidates to the coaching modules also enrolled and the resulting community
of project leaders will work further in 2011 so as to form consortia and submit
proposals both at national and international funding frameworks such as the FP7.
The Brazilian approach to awareness raising was founded mostly on web-based
tools and platforms such as the City of Knowledge blog, the University of São Paulo
IPTV and the publication of a Portuguese version of the PRO-IDEAL newsletter. The
webcasting strategy proved to be a good opportunity to increase audience without
incurring the costs of physical attendance (coffee-breaks, badges, reception,
transportation costs) except for guest speakers and university attendees.
It is also important to stress that the Project Angels coaching was integrated into
the formal academic structure of the University of São Paulo as an extension
program with support from the Office of the Deputy Rector for Culture and
Extension. This implies not only media and press coverage by the university
agencies but also scholarships for undergraduate students to serve as trainees.
There was one undergraduate trainee in 2010 and in 2011 the program was
awarded three for two projects. Two were assigned to the general project angels
coaching modules (entitled “Audiovisual Media Management for Local
Development”, this activity is anchored at the Department of Film, Radio and TV of
the School of Communication and Arts) while one was assigned to a new activity
with a focus on the development of “ICT for Ageing” projects, with additional
support from the National Research Council (CNPq) as part of the National
Extension Network for Digital Inclusion – REID: http://www.reid.unb.br/).
In short, the strategy was to integrate the awareness raising and coaching courses
into a high level policy dialogue (reached via BNDES and by submitting project
ideas to national funding agencies such as CNPq and the Ministry of Science and
Technology) while investing most of the effort into the full exploitation of the
institutional framework provided by Brazil´s most notorious academic center.
Last, but not least, the Brazilian PRO-IDEAL team engaged in key events and
projects led by strategic partners such as B.Bice (video production, now online),
CENDOTEC (the French information hub for science and technology in Brazil) and
other FP7 projects hosted by USP such as BELIEF, FORESTA, FIRST and
CASAGRAS2. This close cooperation with projects led mainly by fellows at the
School of Engineering created a new momentum as we held weekly meetings to
scan FP7 opportunities, write project proposals and submit to Calls 6 and 7.
The resulting contents, especially the videos recorded during the 2011 awareness
raising event, are now undergoing editing and transcription so as to become an
important contribution to the PRO-IDEAL online educational repertoire.

2 INTRODUCTION
PRO-IDEAL – PROmotion of an ICT Dialogue between Europe and America Latina –
aims to promote the ICT programme in Argentina, Brazil, Chile and Uruguay, and
complementary in Colombia, and thus to improve the overall performance of the
Latin America research community in the ICT programme. The PRO-IDEAL events
are at the core of the face-to-face promotion of the ICT programme, but promotion
is not limited to the diffusion of information but consists in in-depth coaching on EU
ICT programme mechanisms, project preparation and project management that will
enhance the successful participation of target country partners in ICT projects.
2.1 Objectives
The main objectives of the PRO-IDEAL events have been to:



Raise awareness of the ICT programme, its goals and its openness towards
partners from third-countries, and opportunities for Latin America-EU
cooperation in ICT research;
Provide a pro-active course on the rules to participate in ICT projects, with
emphasis on how to understand the basic principles of European R&D
funding, how to build project ideas, how to write project proposals and how
to submit them;
Identify potential “Project Angels” able to support the proactive participation
of potential partners in each target country in the ICT programme.
The PRO-IDEAL events have been designed to familiarize the participants with the
ICT programme, the calls and the overall mechanisms about the ICT programme,
and demystify the participation in EC funded projects while at the same time
provide a real learning experience through interactive participation and feedback
sessions.
2.2 Schedule
The final awareness raising and coaching course in Brazil took place in March 2011.
It reflects the networking effect of the PRO-IDEAL platform in the country not only
in the profile of the audience but also in the roaster of co-sponsors and partnering
institutions: BNDES, USP, Secretary of Culture of the State of São Paulo, Getulio
Vargas Foundation of São Paulo (FGV-SP), Technology Management and Policy
Research Group at USP (PGT), Mozilla (sponsoring the launch of “Mesh”, by Sillicon
Valley entrepreneur Lisa Gansky), Aceleradora (a start-up accelerator in São Paulo),
the National Tehcnological Parks Association (ANPROTEC), CIETEC (the Sâo Paulo
State Incubator) and O Estado de S.Paulo (a leading newspaper in Brazil).
This final event in Brazil was organised in the framework of the “Mesh com Moedas
Criativas. O Valor das TICs na Economia do Conhecimento” event, with several
sessions dedicated to PRO-IDEAL:

Conference on Prospective of ICT Research in Brazil and Latin America, held on
22 March, with the participation of USP, and INMARK and MINCYT through
videoconference.

Roundtable on ICT and International Cooperation – Opportunities for EU-LA,
held on 25 March, with the participation of USP and INMARK (via skype).


2.3 Attendees and profile of participants
The PRO-IDEAL is geared at ICT stakeholders, research managers from public,
private and non-profit sectors and potential ICT project partners interested in
preparing proposals for EU funding for collaborative research projects. The event
was announced throughout the partners’ networks in Brazil. It is important to note
that the high profile of the sponsors had an important effect in the attraction of new
project ideas and applications for the project angels coaching courses. As a result,
27 new project ideas were forwarded and 21 selected for the 2011 courses.
Registration and attendance confirmation was followed by telephone and/or e-mail.
Overall, 2,000 attended virtually as the IPTV at USP broadcasted live all the
sessions of the event. PRO-IDEAL partners from Europe and Argentina participated
via videoconference and speakers came from Brasilia (EU Delegation’s Angel
Landabaso and B.Bice’s Paulo Egler), Chile (ECLAC´s Nestor Bercovich) and other
Brazilian states such as Mato Grosso, Rio de Janeiro and Minas Gerais. The project
pitching sessions had presenters from Pernambuco, Bahia, Minas Gerais, Rio de
Janeiro and from other cities in São Paulo (Atibaia, Taubaté).
Over 200 people attended the conference and about 120 participated in coaching
courses and workshops on ICT tools. These figures are higher than initially
expected and show the increasing interest and expectation generated by the FP7ICT programme for international cooperation between Latin America and Europe.
The IPTV live transmission from Sao Paulo was a landmark in terms of audience
and return via Tweeter (720+ messages) was impressive. The event also marked
the launch of “creative currencies”, a voucher system activated via mobile phones
that entitled the participants to exchange their credits for “Mesh” books at the end
of the event, a testbed for the utilisation of electronic payments in training events.

3 EVENT DEVELOPMENT
The 5-days event followed a format which integrated activities such as Conferences
(Keynote Speakers), Roundtables, Workshops, Project Pitching Sessions and Book
Launch. These activities were held at 9 different locations at the University of São
Paulo with morning, afternoon and evening sessions.
The media coverage was impressive and the newspaper O Estado de S.Paulo
supported the event with daily announcements of the main issues under discussion.
The estimated return in spontaneous media coverage as measured by commercial
space in newspapers and magazines amounted to R$ 200,000 (almost one hundred
thousand euro).
The conference, intended for a broad range of participants coming from the public,
private and academic sectors, aimed at raising awareness on the opportunities for
international cooperation opened by FP7 in ICT-related projects. It was also an
opportunity to publicize the City of Knowledge as an advanced and internationalized
hub for ICT-related projects and incubation.
The conference PRO-IDEAL sessions were chaired by local partners and brought
together members of the PRO-IDEAl Consortium, the representative of the EC in
Brasilia Angel Landabaso and ICT policy decision makers at the national level from
the Ministry of Culture, BNDES and the National Internet Steering Committee
(CGI.br). All sessions were broadcasted live and the contents are to be published
online after editing and transcription.

4 OUTCOMES
The event mobilized a great number of qualified participants from the academic,
private and also the public sector. The feedback received after the events showed a
high level of interest raised by the conferences and coaching courses.
The events met the objectives and surpassed initial expectations due to the number
of attendees and the level of involvement that participants had during the events in
most of cases.
Overall, the event had a significant impact in the media and provided an
advantageous opportunity for participants to gain an up-to-date knowledge and
hands-on work of the issues in international cooperation with Europe, learn more
about the requirements for being part of an EU-LA consortium, and the
opportunities for different range of R&D local institutions to apply in upcoming ICT
FP7 calls.
Networking media, government, business and academia was an important outcome
of the event, which led to an open and ongoing negotiation of further support by
the National Social and Economic Developmen Bank to project ideas and the
continuing action of the City of Knowledge as a virtual incubator and international
cooperation hub in the field of ICT.
4.1 Media Impact
The event was widely disseminated in printed (newspapers and magazines) and
especially through electronic media (websites, online newspapers, newsletters).
About 50 related news covered the events in Brazil, as well as announcements by
SEBRAE, BNDES, Ministry of Culture, ANPROTEC and others.
Interviews and articles were published in newspapers (Folha de S.Paulo and O
Estado de S.Paulo), newsletters (USP, ANPROTEC) as well as websites (such as
SEBRAE, BNDES and Ministry of Culture). Additionally, Twitter was used for
dissemination and information, before, during and after the events, with 202
followers immediately after the event and about 720 messages issued. Tags and
keywords in the press coverage extend from knowledge economy and informatics
to creative economy and mesh economics.
