Permita-me, Excelência, Senhor Presidente da Assembleia Nacional que em nome e em
representação da Comissão Nacional Eleitoral da República de Angola, saúde e
agradeça todos os presentes por nos terem honrado com a sua prestimosa presença nesta
17ª Conferência Geral Anual do Fórum das Comissões Eleitorais dos países da SADC
(ECF-SADC).
2 Endereçamos também uma palavra de profundo apreço e agradecimento à Sua
Excelência, Presidente da Assembleia Nacional da República de Angola, Dr. Fernando
da Piedade Dias dos Santos, por ter anuído ao nosso convite para proceder a abertura
oficial desta Conferência.
As nossas boas vindas à Angola e o nosso muito obrigado vão para:
À presidência do Fórum constituído pela Dra. Joyce Laetitia Kazembe, Presidente em
exercício do Fórum e Vice-presidente da Comissão Eleitoral do Zimbabwe; e pelo
Venerando Juiz Mahapela Lehohla, Presidente do Comité Executivo e Presidente da
Comissão Eleitoral Independente do Lesotho que, com o saber e experiências que lhes
são reconhecidas conduzirão os trabalhos desta nossa 17ª Conferência Geral Anual.
Aos Senhores Presidentes das Comissões Eleitorais membros do Fórum e suas
delegações a quem exortamos a abordar os temas em debate nesta conferência com o
empenho e dedicação habituais em eventos do género.
Aos Senhores Presidentes das Comissões Eleitorais dos PALOP e Timor-Leste, e suas
delegações, especialmente convidados ao evento, sintam-se integrados na família
eleitoral da SADC e partilhem connosco de forma descomplexada estes momentos de sã
convivência dos órgãos eleitorais da SADC.
O nosso muito obrigado se estende também a todos quanto se envolveram, directa ou
indirectamente, nos trabalhos preparatórios deste evento e que tornaram possível
congregar no país os órgãos acabados de citar para com profundidade e objectividade
abordarmos os temas constantes do programa de actividades cujo lema é “Tecnologias
de Informação e Gestão de Eleições”.
As delegações vindas do exterior do país desejamos que tenham feito boa viagem,
observado um óptimo período de descanso e de recuperação de energias para
exaurirmos os temas em debate, tirando o máximo proveito das conclusões e
recomendações que sairão desta 17ª Conferencia Geral Anual do Fórum das Comissões
Eleitorais dos países da SADC.
Para todos aqueles que tenham vindo à Luanda, Capital da República de Angola, pela
primeira vez, fazemos votos de que se sintam em casa e não deixem de desfrutar do
afecto, do carinho, da irmandade e da hospitalidade que caracteriza o povo de Angola e
convidamos-vos, nesta curta estadia, a conhecerem um pouco da idiossincrasia das
nossas gentes, dos progressos do nosso desenvolvimento, das nuances das nossas
tradições e da riqueza da nossa cultura.

Allow me, Excellency, the Speaker of the National Assembly, on the name and on
behalf of the National Electoral Commission of the Republic of Angola, to great and
thank all the presents for honoring us with their distinct presence at this 17th Annual
General Conference of SADC countries (ECF-SADC).
4 We also address a deep word of appreciation and thankfulness to the Excellency, the
Speaker of the National Assembly of the Republic of Angola, Dr. Fernando da Piedade
Dias dos Santos, for having accepted our invitation to make the official opening of the
Conference.
Moreover, our welcoming remarks to Angola and our most thankfulness go to:
The Forum Presidency comprised of Dr. Joyce Laetitia Kazembe, Acting President em
of the ECF-SADC Forum and Deputy Chairperson of Zimbabwe Electoral Commission;
and to Honorable Justice Mahapela Lehohla, President of the ECF-SADC Executive
Committee and the Chairperson of Lesotho Independent Electoral Commission who,
with their wisdom and experience acknowledged by everyone will be leading the work
at this 17th Annual General Conference.
The Chairpersons of the Electoral Commissions members of the Forum and their
delegations whom we ask to discuss the issues with so much commitment and
dedication we are used to in events of this kind.
Chairpersons of the Electoral Commissions of PALOP and Timor-Leste, and their
delegations, specially invited for the event, please make yourselves integrated into the
electoral family of SADC and share with us without any complex these moments of
sound dwelling together of the elections management bodies of SADC.
Our most thankful word is also extensive to those who have been involved direct or
indirectly, at the preparatory works of this event which has made it possible to
congregate altogether in our country the EMBs I have now mentioned before to commit
ourselves with the discussions of the issues in the agenda of the conference whose title
is “Information Technology and Elections Management”.
To our delegations from overseas, we hope you had had a very good trip to Angola and
had a very good rest and energy recovering to exhaust all the issues in the agenda, get
the more profit of the conclusions and recommendations which will be drawn out from
this 17th Annual General Conference of the Forum of the Electoral Commissions of
SADC Countries.
For those who have come to Luanda, the Capital of the Republic of Angola, for the first
time, we hope they all feel at home and do not lose the opportunity to enjoy the
affection, tenderness, brotherhood and the hospitality that is typical of the people from
Angola and we invite you during your little staying in Luanda to try to know the
idiosyncrasy of our peoples, the progress our development, the nuance of our traditions
and of the riches of our culture.
