THE
NON-EXTRACTIVE BUSINESSES DECLARATION
TO
INTERNATIONAL TREATIES AND
AGREEMENTS ON BIODIVERSITY
AND NATURAL RESOURCES MANAGEMENT

The Undersigned Businesses Representatives
RECOGNIZING that the global conservation and sustainable management of human uses of biodiversity,
including the need to protect ecosystems in their structure, composition and function, is a yet unmet
challenge of the 21st Century;
CONCERNED that the scale of several extractive uses of biodiversity, including but not limited to, timber
extraction, industrial fishing, hunting, and collection of organisms for an array of commercial purposes is
already responsible for the depletion of wild populations, species and entire ecosystems throughout the
globe, as demonstrated in several reports over the last decade;
FURTHER CONCERNED that this depletion of wild animals and plants directly impacts on the livelihoods
of people and communities deriving jobs and income from non-extractive uses of biodiversity, included but
not restricted to Ecotourism and specific activities undertaken worldwide such as Birdwatching,
Whalewatching and Recreational Diving, and on cultural and social values derived from non-commercial
uses of biodiversity;
AWARE that these non-extractive activities have been estimated to generate more than 400 billion dollars
annually in total international direct economic impact1, and constitute a significant economic source for
thousands of communities, in particular in developing countries;
NOTING that international treaties and agreements are growing in relevance, especially as an increasing
number of governments derive their national strategies, policies and actions in regard to natural resource
management from treaty/agreement decisions and targets, and that the issue of non-extractive uses of natural
resources is necessarily cross-sectoral, requiring for its adequate management, promotion and protection
from unsustainable resource uses the engagement of a wide variety of actors;
FURTHER NOTING that access to the deliberations of international treaties and agreements is currently
almost solely enjoyed by large international non-governmental organizations and lobbyists for extractive-use
interests, with an almost absolute lack of direct representation of non-extractive use businesses owners,
operators, employees and communities benefitting from such uses;
MINDFUL that many extractive uses of wild fauna and flora, especially those which are practiced by, and
benefit, local communities, are justified and necessary, but that these must not only be sustainable but also
be balanced with other uses that might provide equal or higher levels of social and economic benefits while
maintaining the integrity of ecosystems;
REALIZING that, while in recent years there has been a trend for international treaties and agreements to
consider the interests of communities of stakeholders involved in direct biodiversity use, with rare
exceptions the interests of the non-extractive use communities continue to be largely ignored by such fora;
THEREFORE
CALL UPON the Secretariats and Governing Bodies of International Treaties and Agreements on
Biodiversity and Natural Resources Management, in particular but not restricted to the Convention on
Biological Diversity, the Convention on International Trade In Endangered Species of Wild Fauna and
Flora, the International Tropical Timber Organization, the FAO Committee on Fisheries and Regional
Fisheries Management Organizations, the International Whaling Commission, and the Convention on the
Conservation of Antarctic Marine Living Resources, to take fully into account, and help protect, the interests
of the community of non-extractive users of biodiversity, represented by this sector´s businesses and its
millions of employees and clients around the world;
REQUEST the Secretariats and Governing Bodies of such Treaties and Agreements to forward this
Declaration to all their Member States´ representatives, and to place the issue of non-extractive uses of
natural resources on their working agenda for consideration and dialogue, with a view of attaining a balance
between extractive and non-extractive uses; and
FURTHER REQUEST the Secretariats and Governing Bodies of such Treaties and Agreements to study and
implement means to ensure participation of representatives of non-extractive businesses and related
community stakeholders in their deliberations; and
STRONGLY URGE international treaties and agreements and national governments to work expeditiously
to end all unsustainable extractive uses of biodiversity, in order to protect our businesses and the livelihoods
of millions of people from the deleterious effects of such damaging practices.
