This delegated act transposes several resolutions adopted by the North East Atlantic
Fisheries Convention (NEAFC). The Secretariat has drafted and sent a briefing note.
Parliament has a period of 2 months, from the date of transmission, to object or
request an extension of the deadline. The deadline to object expires on 12 May 2015.
Decision: Coordinators decided to send a letter to ask for an extension of the deadline.

Regulation (EU) No 508/2014 of the European Parliament and of the Council on
the European Maritime and Fisheries Fund as regards transitional provisions;

This delegated act complements the EMFF regulation, regarding the transitional
provisions needed, to clarify a number of reporting deadlines set in the European
Fisheries Fund, which have to be adjusted. A briefing note has been produced by the
Secretariat. The deadline for objection to this delegated act is 2 April 2015.

Decision: It was decided to postpone the mission to 2016 to allow for sufficient time

alternative 2 day missions to take place during week 39, by latest 7 April 2015 at
noon.

Mission to Milan
The EPP group proposed a mission to the EXPO in Milan later on this year.

8.1.
Petition No 2709/2013 by L.V. (Dutch) and 184 000 signatories, on restricting deepsea fishing in the North-West Atlantic
The petition, created by the Bloom association and FishLove, submitted through the
'Avaaz.org' website, demands a ban on the most destructive types of deep-sea fishing,
especially bottom trawling, in the North-West Atlantic. It invites MEPs to act urgently
for the protection of vulnerable and fragile species bearing in mind that the deep
ocean is the largest habitat on the planet. Deep-see bottom trawlers are destroying
unique forms of marine life like corals and sponges because they drag giant weighted
nets and the worst estimates suggest that without urgent action, the world's oceans
could be deprived of major fish species in the next 35 years.
Decision: The Coordinators will send a letter to the PETI committee informing them
that the PECH committee will take no action on this petition since there is an ongoing
legislative process.

Draft resolution on the protection of the marine ecosystem presented according to
Article 133 of the Rules of Procedure (B8-0194/2015)
The resolution calls on the Commission to act to enhance protection of the marine
ecosystem and of animal species and conserve the marine environment in order to
minimise changes to the climate and the environment.
1. Any Member may table a motion for a resolution on a matter falling within the

The reform of Europe's Common Fisheries Policy
(CFP) sets the stage for fishery managers and
stakeholders to take the initiative and responsibility to
complement and implement plans for managing
fisheries within their region. To facilitate management
by these parties, relevant knowledge needs to be
developed, accessed and deployed in a regional
context.
But how best to do this raises the following questions:
What knowledge is needed for implementation of
discard plans and multi-annual plans?
Which are the implications of combining the two core
elements of the new CFP
a) ensuring that catch limits maintain populations of
harvested stocks above levels which can produce the
maximum sustainable yield (MSY), and
b) the landing obligation;
Taking namely into account that the calculation of
MSY can result in substantially different values, in
terms of quotas and on the management of the fishing
effort, depending on whether discards are being
included or not, especially in fisheries where discards
occupy an important share of the catches, and that the
calculation of MSY depends on the part of the survival
rate of the discarded catch.

how to rationalise technical measures in line with the
new Common Fisheries Policy and include an analysis
of the new provisions on the CFP in terms of technical

Situation of the clam

In recent years, for biological and ecological reasons
that are still unknown, deaths have been widely
occurring among large clam populations. Actually, a
very large part of the clam population never reaches
the permitted minimum size. Often, less than 10% of
each haul is composed of saleable product, putting the
EU Clam sector in a deep crisis. Furthermore, the
minimum permitted harvest size for clams is 25 mm,
and no tolerance is allowed, in spite of the fact that,
according to scientific studies, clams of 13-18 mm are
already sexually mature. The evaluation of the
potential causes of early deaths and the research on
scientific data regarding the size of maturity of this
specific mollusc bivalve with a high commercial
interest for the EU fishermen could be the subject of
one such project, together with the relevant research
institutes. The study should have a particular focus in
the Adriatic Sea, as there the problem of clam's
mortality has been alarming.

The revised CMO regulation under the new CFP pays

great attention to what happens on the markets after the
fish is caught. The way fisheries products are
produced, labelled and sold requires production
adjustments but has a great potential for improving
food safety and consumer information on one side,
while favouring the development of regional product
specialisations and their commercialisation on the
other.
A study is requested in order to identify which areas
and how the new CMO regulation can contribute to
develop in order to grant EU fisheries products more
added value at the origin, safer standards and
more/clearer information for consumers. Such
contribution can be key to strengthen the promotion
and presence of EU fisheries products on the markets,
not only in the EU – and can also translate in increased
work opportunities in the sector. The study should
identify both opportunities and possible challenges
offered by the new legal framework.

EU has signed several fisheries agreements with third
countries in order to get fishing opportunities in those
countries. The aim of those agreements is also to
develop jobs in third countries for local population.
There is a diversification of jobs, i.e. inside EU fleets
or in factories linked to fish transformation etc. These
agreements are also beneficial for EU fishermen and
ship owner with the creation of new jobs.
Goal: Analysis of the impact of these agreements
focused in job creation.

Handling of and possible
solutions for "choke
species" within the
reformed CFP - example

The Baltic Sea is the first sea basin, where the landing
obligation already applies as from 1. January 2015.
So called “choke species” - TAC regulated by-catch
species - could be limiting a fishery/fisheries under art.
15 of the basic regulation (reg. 1380/2013), in case that
there is no more quota of this by-catch species
available.
Therefore in art. 15 certain flexibility tools are
established to alleviate the possible negative impact of
such “choke species” on the fishery concerned. These
flexibility tools are a de-minimis exemption, a year to
year flexibility, an interspecies-flexibility and an
exemption for species with high survivability.
At the same time the COM-proposal for a first
multiannual management plan after the reformed CFP
is concerning the Baltic sea (multispecies plan for cod,
herring and sprat).
While the main focus of the plan are fisheries on cod,
herring and sprat, it foresees some measures for bycatch species of flatfish as well, however plaice is the
only one with a catch limit (TAC).
The study should examine the existing flexibility tools
under art. 15 and their relevance to the Baltic sea in
general and to plaice as “choke species” in particular.
It should also examine further possibilities – if there
are any – to alleviate the impact of “choke species”.
The results could also be helpful for other sea regions
and there approach on the issue in the future.
