On May 17, 1865, the first International Telegraph Convention was signed in Paris
by 20 countries, including Portugal, thus establishing the International Telegraph
Union, currently called the International Telecommunication Union (ITU).
Since 1969, May 17 has been celebrated as world telecommunication day, later
(2007) becoming world telecommunication and information society day. In 2015
this day will be marked by the celebrations of the 150th anniversary of ITU, being
held worldwide.
The ITU is the oldest intergovernmental organization and is the United Nations
specialized agency for telecommunications since 1947.
The Paris Convention and its Regulations were revised in Vienna (1868), Rome (1872),
Saint Petersburg (1875), and, in Berlin (1885), provisions relating to telephone
services were incorporated for the first time. Also in Berlin, the first International
Radiotelegraph Convention was signed in 1906, by 27 States.
In 1932, at a Conference in Madrid, it was decided to adopt the current name
– International Telecommunication Union (ITU), – reflecting the evolving responsibilities of the Organization, and also to merge the two Conventions into a single
one – the International Telecommunication Convention.
The ITU presently comprises 193 Member States and more than 700 entities with
interests in the telecommunications sector, from operators to manufacturers, as
Sector Members. ANACOM - National Communications Authority is the Portuguese
administration in the ITU, ensuring Portugal’s regular representation in the
Organization, notwithstanding the powers of the Government.
ITU ensures international cooperation in the areas of regulation, standardisation
and development of telecommunications, including management of the radio-frequency spectrum and satellite orbits, integrating three specialized sectors
for its main intervention areas: the Radio communications sector (ITU-R), the
Telecommunications Standardization sector (ITU-T) and the Telecommunications
Development sector (ITU-D).
Throughout these 150 years, ITU’s mission and activity evolved, reinventing
itself according to the technological innovations that emerged – fixed telephony,
the development of radio communications, communication satellites, mobile
communications and the challenges of the Internet era – currently covering all the
Information and Communication Technologies (ICTs) sector.
The ITU has been and will continue to be an invaluable contributor to today’s more
inclusive and “connected world”. The development of communications, over the
years and more recently in particular, has provided significant benefits to mankind
in general, and especially to more disadvantaged populations.
The story of ITU is one of international cooperation among governments, private
companies and other stakeholders. The continuing mission is to achieve the best
practical solutions for integrating new technologies as they develop, and to spread
their benefits to all – this is a lasting commitment that does not end with its past,
but rather takes us into its future.

UIT: 150 anos a ligar o mundo
Em 17 de maio de 1865 foi assinada em Paris
por 20 países, entre os quais Portugal, a
primeira Convenção Telegráfica Internacional,
que deu origem à criação da União Telegráfica Internacional, presentemente designada
União Internacional das Telecomunicações (UIT).
O dia 17 de Maio passaria a ser celebrado como
dia mundial das telecomunicações a partir de
1969 e posteriormente (desde 2007) como dia
mundial das telecomunicações e da sociedade da
informação. Em 2015 este dia será marcado pelas
celebrações dos 150 anos da UIT que decorrerão
por todo o mundo.
A UIT é a mais antiga organização intergovernamental, sendo desde 1947 agência especializada
das Nações Unidas para as telecomunicações.
A Convenção de Paris e o seu Regulamento
foram revistos em Viena (1868), Roma (1872),
São Petersburgo (1875) e, em Berlim (1885)
foram incorporadas pela primeira vez disposições
relativas ao serviço telefónico. Também em
Berlim, foi assinada em 1906, por 27 estados,
a primeira Convenção Radiotelegráfica Internacional.
Em 1932, numa conferência em Madrid,
foi decidido adotar a atual designação –
União Internacional das Telecomunicações (UIT),
refletindo as responsabilidades já mais abrangentes da organização – assim como fundir as
duas Convenções numa única – a Convenção
Internacional das Telecomunicações.
A UIT é atualmente composta por 193 Estados
Membros e mais de 700 entidades com
interesses no sector das telecomunicações, desde
operadores a fabricantes, na qualidade de
Membros dos Sectores.
A ANACOM – Autoridade Nacional de Comunicações
assume a função de administração portuguesa
junto da UIT, assegurando a regular representação
de Portugal na Organização, sem prejuízo das
competências do Governo.
A UIT assegura a cooperação internacional nas
áreas de regulação, normalização e desenvolvimento das telecomunicações, incluindo a
gestão do espectro radioelétrico e as órbitas de
satélites, integrando três sectores especializados
para as suas principais áreas de intervenção:
sector das Radiocomunicações (UIT-R), sector
da Normalização das Telecomunicações (UIT-T)
e sector do Desenvolvimento das Telecomunicações (UIT-D).
Ao longo dos seus 150 anos, as suas atribuições
foram-se alargando progressivamente, reinventando-se em função das inovações tecnológicas
que iam surgindo – a telefonia fixa, o desenvolvimento das radiocomunicações, os satélites
de comunicações, as comunicações móveis
e os desafios da era da Internet – abarcando
presentemente todo o sector das Tecnologias de
Informação e Comunicação (TIC).
A UIT teve e continuará a ter um contributo
inestimável para o «mundo ligado» e mais
inclusivo em que hoje vivemos. O desenvolvimento das comunicações, ao longo dos
anos e sobretudo no passado mais recente,
tem proporcionado benefícios significativos
para a humanidade, em geral, e para algumas
populações mais desfavorecidas, em particular.
A história da UIT tem sido marcada pela
cooperação internacional entre governos, companhias privadas e outros stakeholders. A sua
missão permanente é alcançar as melhores
soluções práticas para a integração de novas
tecnologias e de difundir os seus benefícios por
toda a humanidade – esta é uma tarefa contínua
que não se esgota no seu passado e nos remete
para o seu futuro.
