Perestroika, together with glasnost (transparency) was one of the main political reforms that Mikhail Gorbachev undertook in the final years of the Soviet Union. In June 1987 at a plenary
meeting of the CPSU the paper “Fundamentals of Radical Restructuring of Economic Management” was presented which intended to emphasize the changing methods of management, primarily
administrative. In his book Perestroika, Mikhail Gorbachev says:
Perestroïka, juntamente com Glasnost (transparência), foi uma das principais plataformas políticas de Mikhail Gorbachev nos últimos anos da União Soviética. Em Junho de 1987 na reunião plenária do PCUS foi apresentado o trabalho “Fundamentos da Reestruturação Radical da Administração Económica”, através
do qual se pretendia enfatizar a mudança de métodos de direcção, de primordialmente administrativos para primordialmente económicos. No seu livro Perestroïka, Mikhail Gorbachev afirma:
The reform is based on the considerable expansion of the independence of enterprises and associations, their transition to self-computation of total costs and self-financing and the granting of all appropriate rights to collective bargaining. From now on they will be fully responsible for efficient administration and its final results.
The purpose of this reform is to ensure, within two to three years, the transition from an overly centralized system of management dependent on higher orders to a democratic system based
on a combination of democratic centralism and self-management.
Perestroika is the new thinking for our country and for the world.

de custos e auto-financiamento e a concessão de todos os direitos apropriados aos colectivos de trabalho. De agora em diante eles serão totalmente responsáveis por uma administração eficiente e pelos seus resultados finais.

A finalidade desta reforma é garantir, no prazo de dois a três anos, a transição de um sistema de direcção excessivamente centralizado e dependente de ordens superiores para um sistema democrático baseado na combinação de centralismo democrático e auto-gestão.

recreation, education and health care. It means constant concern for cultural and spiritual wealth, for the culture of every individual and society as a whole.
Perestroika means the elimination from society of the distortions of socialist ethics, the consistent implementation of the principles of social justice. It means the unity of words and deeds,
rights and duties. It is the elevation of honest, highly qualified labor, the overcoming of leveling tendencies in pay and consumerism.
Perestroika is not some kind of illumination or revelation. To restructure our life means to understand the objective necessity for renovation and acceleration. And that necessity emerged
in the heart of our society. The essence of perestroika lies in the fact that it unites socialism with democracy and revives the Leninist concept of socialist construction both in theory and
in practice. Such is the essence of perestroika, which accounts for its genuine revolutionary spirit and its all-embracing scope.
The goal is worth the effort. And we are sure that oUR effort will be a worthy contribution to humanity’s social progress.
Perestroïka é uma necessidade urgente, um programa cuidadosamente preparado, mais do que uma declaração pomposa.
“Perestroïka significa superar a estagnação do processo, quebrando o mecanismo de travagem, criando um mecanismo confiável e eficaz para a aceleração do
progresso social e económico, dando-lhe maior dinamismo.
Perestroïka significa iniciativa em massa. É o desenvolvimento da democracia socialista, é auto-governo, incentivo à iniciativa e esforço criativo, melhorar,
mais glasnost, crítica e autocrítica em todas as esferas da nossa sociedade. É o maior respeito pelo indivíduo e consideração pela dignidade pessoal.
Perestroika é a intensificação do conjunto da economia soviética, o renascimento e o desenvolvimento dos princípios do centralismo democrático na gestão
da economia nacional, a introdução de métodos universais económicos, a renúncia de gestão por regras e por meios administrativos, o estímulo global da inovação e da empresa socialista.
Perestroika significa uma mudança determinada para os métodos científicos, uma capacidade de fornecer uma sólida base científica para cada nova iniciativa.
Significa a combinação das conquistas da revolução científica e tecnológica com uma economia planificada.
Perestroika significa o desenvolvimento prioritário da esfera social voltada para a satisfação das necessidades cada vez maiores do povo soviético para
uma vida e condições de trabalho estáveis, para o descanso e o lazer, a educação e a saúde. Significa uma incessante preocupação com a riqueza cultural e
espiritual, para a cultura de cada indivíduo e da sociedade como um todo.
Perestroika significa a eliminação das distorções da ética socialista na sociedade, a aplicação coerente dos princípios da justiça social. Significa a união
de palavras e actos, direitos e deveres. É a elevação do trabalho honesto e altamente qualificado, a tentativa de nivelar as tendências de remuneração e
consumismo.
Perestroika não é algum tipo de iluminação ou revelação. Reestruturar a nossa vida significa entender a necessidade objectiva para a renovação e aceleração. E que essa necessidade surgiu no coração de nossa sociedade. A essência da perestroika reside no facto de que ela une o socialismo à democracia e
renova a concepção leninista da construção socialista na teoria e na prática. Essa é a essência da perestroika, a que representa o seu espírito revolucionário genuíno e a sua capacidade abrangente.
