DESENVOLVIMENTO REGIONAL E PLANEJAMENTO: O CASO DA REGIÃO
DO VALE DO PARAÍBA (SP)

Resumo
O objetivo central do trabalho proposto é discutir as relações entre o desenvolvimento
da região do Vale do Paraíba (SP) e as diferentes propostas de planejamento elaboradas
para a região na segunda metade do século XX. Nessa busca de entendimento, o
desenvolvimento regional deverá ser tratado no sentido de analisarmos a estrutura
produtiva no contexto geral dos demais processos que organizam o espaço urbano-regional
e intraurbano. De outro lado, a análise das propostas de planejamento para a região
justifica-se pelo intuito de relacionarmos a natureza das diretrizes de intervenção propostas
ao momento social e político e ao estágio do desenvolvimento regional nos distintos
períodos em que tais propostas se desenvolvem. Aqui, importa igualmente uma
identificação dos agentes e dos círculos de cooperação que se estabeleceram para a
elaboração dos planos e finalmente, uma avaliação da destinação dada aos planos, se foram
implementados ou simplesmente abandonados e as razões para uma ou outra situação. A
metodologia O trabalho será encaminhado à base de um estudo de referências teóricas e
empíricas, uma análise de informações quantitativas e uma síntese de informações
qualitativas. O recurso fundamental do método será a definição de uma periodização e das
variáveis significativas para a compreensão dos pontos principais de investigação. Os
resultados esperados com os levantamentos, análises e estudos pretendidos deverão
contribuir para: - A formulação de novas hipóteses e futuros estudos comparativos com
outras regiões do Estado de São Paulo e mesmo de outros estados do país; - A formulação
de novas proposições em vista da remodelação do espaço urbano-regional; - E finalmente,
para a organização de novos conteúdos para o ensino.

REGIONAL DEVELOPMENT AND PLANNING: THE CASE OF THE AREA OF
VALE DO PARAÍBA (SP)
Abstract
The central objective of the proposed work is to discuss the relationships among the
development of the area of vale do Paraíba (SP) and the different proposals of planning
elaborated for the area in the second half of the century XX. In that understanding search,
the regional development must be treated in the sense that we analyze the productive
structure in the general context of the other processes that organize the urban-regional and
intra-urban space. On the other side, the analysis of the planning proposals for the area is
justified for the intention of relating the nature of the intervention guidelines proposed to
the social and political moment and the level of the regional development in the different
periods in that such proposals were developed. Here, it matters an identification of the
agents and of the cooperation circles that settled down for the elaboration of the plans and
finally, an evaluation of the destination given to the plans, if they were implemented or
simply abandoned and the reasons for one or the other situation. The methodology: THE
work will be directed to the base of a study of theoretical and empiric references, an
analysis of quantitative information and a synthesis of qualitative information. The
fundamental resource of the method will be the definition of a division into periods and of
the significant variables for the understanding of the main points of investigation. The
expected results with the risings, analyses and intended studies might contribute for: - The
formulation of new hypotheses and future comparative studies with other areas of the State
of São Paulo and even of other states of the country; - The formulation of new propositions
in view of the remodeling of the urban-regional space; - And finally, for the organization
of new contents for the teaching.
