EU/E.E.A/Switzerland Citizens
According to the provisions of Act 37/2006 of 9 August, these are the citizens who have
a right to enter, remain and reside in Portugal:
The Nationals of all European Union Member-States (EU) that travel or reside in
Portugal, as well as their family members travelling or reunifying with them;
The nationals of States party to the European Economic Area and Switzerland, as well
as their family members;
The family members of Portuguese citizens regardless of their nationality.

What do I need to...
The Certificate of Permanent Residence is the document that formalizes the right of
permanent residence in Portugal and may only be applied for by EU/EEA/Switzerland
citizens and their family members after five years of uninterrupted legal residency in
this country.
The right of entry, permanence and residence in Portugal covers the citizens of the
European Union (EU), of the European Economic Area and of Switzerland, as well as
their family members.
Who may apply?
Citizens of the European Union, Iceland, Liechtenstein, Norway and Switzerland and
their family members with similar citizenship and holding a Certificate of Residence.

When can I apply?
Before the expiry date of your Certificate of Residence.
What do I need to apply?
Documents and Requirements:
1. Scheduling in advance
2. Having been legally residing in Portugal for an uninterrupted period of five years;
2. Holding a Certificate of Permanent Residence;
3. Two photographs;
4. Valid Passport or Identity Card (and photocopies of the same);
In case you have changed your address:
5. Documental evidence of change of address – for example, an Attestation of
Residence issued by the local parish (Atestado de Residência da Junta de Freguesia),
Final Deeds of Purchase (Escritura de Compra e venda), or Property lease contract
(Contrato de Arrendamento), and photocopy of the same.
