RESUMO:
A expressão “PLANEJAMENTO URBANO” surgiu na Europa no principio do século XX
quando Le Corbusier e outros arquitetos introduziram no urbanismo conceitos e praticas
mais cientificas e menos formalistas. Planejamento constitui um processo continuo de
tomar decisões, iniciado por plano urbano, que deve obedecer a seguinte ordem, um
relatório que se esboçam os problemas emergentes como falta de pavimentação,
sinalização de transito, freqüentes enchentes entre outros. Um diagnostico da situação
encontrada. E um prognóstico dessa situação, quais os prováveis agravamentos dos
problemas encontrados e as alternativas inicialmente propostas para intervenção ou ação
governamental possibilitando um determinado desenvolvimento. Esse processo pode ser
continuo se suas formulações constituírem um sistema, com clareza de critérios e
ponderações. O planejamento urbano também determina a ocupação do solo, instrumento
municipal que permite caracterizar as zonas da cidade com funções especificas, para
equilibrar as demandas sociais e o desenvolvimento econômico, promove também uma
política habitacional voltada a consolidação das áreas já ocupadas, mediante políticas
destinadas a melhorar sua qualidade, alem de regulamentar o transporte e promover a
mobilidade urbana. Para atender todas as necessidades básicas da população, como
transporte, saúde, educação e moradia os governos municipais assim como o de
Guaratinguetá devem planejar e estruturar o espaço urbano alocando e destinando
corretamente seus recursos financeiros e estimulando ações comunitárias para obter
mudanças desejáveis. Ouvir as solicitações básicas os cidadãos em cada bairro e atendelas, assim gerando qualidade de vida elementar, consequentemente melhorando o
ambiente urbano para os cidadãos.

ABSTRACT:
The expression "URBAN PLANNING" appeared in Europe at the beginning of the
twentieth century when Le Corbusier and other architects introduced in urban planning
concepts and practices more scientific and less formalistic. Planning is a continuous
process of making decisions, initiated by urban plan, which should be in the following
order, a report that exhibited the emerging problems such as lack of paving, signalling of
transit, frequent flooding among others. A diagnosis of the situation encounteredand a
prognosis of this situation, what are the probable aggravation of the problems encountered
and the alternatives initially proposed for intervention or government action allowing a
particular development. This process can be continued if their formulations constitute a
system, with clarity of criteria and weightings. The urban planning also determines the
occupation of the soil, municipal instrument that allows to characterize the areas of the city
with specific functions, to balance the demands of society and economic development,
also promotes a housing policy focused on consolidation of areas already occupied by
policies intended to improve its quality, in addition to regulate transport and promote urban
mobility.To meet all the basic needs of the population, such as transportation, health,
education, the municipal governments as well as the of Guaratinguetá should plan and
structure the urban space allocating and assigning correctly its financial resources and
stimulating community actions to obtain desirable shifts. Listen to the requests basic
citizens in every district and serves them, thus generating quality of life elementary,
consequently improving the urban environment for the citizens.
