PUBLIC ANNOUNCEMENT
SUPPORT PROGRAM FOR THE TRANSLATION
AND PUBLICATION OF BRAZILIAN AUTHORS ABROAD
The NATIONAL LIBRARY FOUNDATION announces that it will offer grants to foreign
publishing companies that wish to translate, publish and distribute abroad books written by Brazilian
Authors previously published in Brazil, in Portuguese. This initiative, authorized by the Executive
Decision nº 196 - FBN, of July, 6th 2011, will be governed by this announcement.
Section I – Of the Announcement
1. The Support Program for the Translation and Publication of Brazilian Authors Abroad, created by
the National Library Foundation (FBN), an organization associated to the Ministry of Culture, aims to
promote Brazilian culture and literature abroad and will offer grants to support the translation and
publishing in foreign countries of works written by Brazilian writers.
2. The Program may pay grants to any foreign publishing company that wish to translate, publish and
distribute abroad works written by Brazilian authors, previously published in Portuguese, in Brazil.
The books may be printed or offered in digital form.

3. Funding will be awarded for the translation of Brazilian literature and of works from the Humanities
area in general, especially in the following genres: novels, short stories, poetry, chronicles, literature
for children and/or young adults, theater, reference works, literary essays, social science essays,
historical essays, essays for the public understanding of science, and poetry and short stories
anthologies, in full or in part.
4. The grants will be offered to publishing companies who intend to publish first translations, new
translations or reprints of works already translated but out of print for at least three years.

Section II – Term
5. The Program will be valid until 2020. Different announcements will be published with the specific
conditions and values offered every 24 (twenty four) months, starting in 2013.
5.1 This announcement will be valid from its publishing in Brazil’s Diário Oficial (Official Daily
News) until the 1st of July 2013. It will contemplate the translation and publishing of works that
will be launched until August 2013.

5.2 Projects for the publishing of books that will be released after August 2013 shall be
accepted – however, such cases will be subject to special evaluation. In theses cases, the
books have to be published in the following 24 (twenty-four) months.
5.3 Special announcements may be published in order to contemplate special events, authors
already within public domain and specific languages and genres.

Section III – Budget
6. To achieve the goals of this program, FBN intends to spend R$ 2.700.000,00 (two million and
seven thousand Brazilian Reais), provided by the Annual Budgetary Law and the National Cultural
Fund.
Section IV – Requirements for participating in the program
7. The following may apply for the grants:
Foreign publishing companies regularly established in their countries, in good standing of their rights
and responsibilities according to the State and the Society.
8. Applications previously presented to the FBN, but that have not received any grants, may be
represented, as long as the requirements established in this announcement are fulfilled.
9. Applications from publishing companies which owe any documentation or have any unsolved
issues with the FBN will not be accepted.
Section V – Payment
10. The National Library Foundation will provide grants of up to $ 8,000.00 (eight thousand dollars)
for each first translation or new translation project and up to $ 4,000.00 (four thousand dollars) for
each reprint project.

Section VI – Application
11. The application period will start on July 2011, after the publication of this announcement in the
Diário Oficial da União and on FBN’s website (www.bn.br), and will end on July 1st 2013,
12. Applications are free of charge.
13. In order to apply to the Program, the publishing company must send the following documents to
the FBN, via e-mail or post:
a.
Presentation letter (in English, Portuguese or Spanish), asking for the grant and
justifying the application;
b.
Fully-filled application forms (typed or legibly handwritten), signed by a legal
representative from the publishing company (Attachment I and II);
c.
Copy of the Copyright Agreement established between the publishing company and
the author(s) or its legal representatives, if the work is not within public domain;
d.
Copy of the Translation Contract established by the publishing company and the
translator in charge;
e.
Resume of the translator in charge (in Portuguese);
f.
A recent catalogue of the publishing company applying for the grant (2010 and/or
2011);
g.
A printed or digital copy of the book that will be translated.
h.
A business plan for the book, its print run estimates, PR strategies and plans, including
specific locations where the book is going to be sold (including websites), specially in the first 6
(six) months after publication (in English, Portuguese or Spanish);
14. In order to apply for the grant, the publishing company must send all the documents cited above
to the following address:

15. There is not a limit to the number of applications for the program.
16. The applicant will be the only responsible for the authenticity of the application and of the
attached documents, as well as for the fidelity and quality of the translation and the publication.
Because of this, the company exempts the FBN and Brazil’s Ministry of Culture from any civil or penal
charges caused by mistakes and assorted errors.
Section VII – Selection
17. The selection process of the projects submitted will be conducted by a committee constituted by:
a. Two members the National Library Foundation, which will be selected within the following
bodies: the International Book Centre, the Centre for Reference and Information and the Board
of Book, Reading, Literature and Libraries.
b. One member of the Ministry of Culture or an associated agency;
c. Two external consultants.

18. The Council will adopt the following criteria:
a. Relevance of the work concerning the promotion and fostering of Brazilian culture abroad;
b. Consistency of the application;

18.1 The minimum and maximum grades to criterion "a" are respectively 1 and 5,
18.2 The minimum and maximum grades to criterion "b" are respectively 1 and 5.
18.3 In case of a tie, the prevailing application will be the one that receives the highest score in
criterion "a". If the tie persists, a drawing of sorts will be made.
18.4 The minimum score rating is 5, and substandard projects will be disqualified.
18.5 Criterion "b" - Consistency of the application - will take into account the curriculum of the
translator, the distribution and sales plan, the publisher’s catalog and its ability to execute the
project.
18.6 The evaluation committee will be responsible for forwarding the list of projects selected to
the managing unity responsible for the project. The committee must also produce a final
classification list. The projects classified will be selected in case the selected projects waiver
the grant or have any impediments.
18.7 The list of selected projects and the classification list should contain:
I - project name;
II - country of origin;
III - grade obtained in the evaluation;
IV - value of the grant;
V - names of members of the selection committee.
18.8 Other projects may be selected subsequently – in case of availability of funds – at the
discretion of the managing unity of the program. This new selection will respect the order of
classification, the grading and the term of this public announcement.

19. The evaluation committee shall adopt the following criteria for establishing the amount of the
grant:
a. Complexity of the text;
b. Volume of the text (number of pages, number of characters);
c. Level of linguistic difficulty of the text;
d. If the proposal includes only printed or digital publishing or both.
e. The print run of the printed edition defined in the application;
f. Market context of the proponent;
g. Consistency and scope of the distribution and sales plan.

20. The committee will evaluate the projects in regular meetings, respecting the flow of applications
received and the maximum period of 90 days after receiving the applications.
20.1 Decisions made by the evaluation committee are final.
21 The final selection will be directly informed to the publishing company by post or email and will be
available on the FBN’s website and on the Diário Oficial da União.
Section VIII – Grant
22. The payment of the grant will be subject to the signing of an agreement written in Portuguese,
signed by the legal representative of the publishing company and the President of the National
Library Foundation.

23. This agreement will be sent to the publishing company to be signed and returned to the National
Library Foundation.
24. The grant will be paid by the FBN to the publishing company in two installments as follows:
a. 1st installment: 50% of the grant after the agreement is signed by the two parts;
b. 2nd installment: 50% of grant after the FBN receives ten (10) copies of the work printed by
the publishing company or download the book published in digital format.
Section IX – Obligations
25. The publishing company that receives the grant has to send 10 (ten) copies of the work translated
and published until August 2013 to the National Library Foundation at the address provided in item
14.
25.1 In case the grant is given for the translation and publishing of a digital book, the publisher
must inform a link so the National Library Foundation may download the published work.
26. The translated work, when published, should include the following reference in the book’s
copyright page: “Obra publicada com o apoio do Ministério da Cultura do Brasil / Fundação Biblioteca
Nacional”. The reference must appear in the language of the translation and in Portuguese.
26.1. This reference must be followed by the National Library Foundation logotype as the image
below and its specifications:
26.1.1. Minimum dimensions for applying the logo in the book’s copyrights page:
a) Height: 0,71 cm
b) Width: 4,00 cm
c) Resolution: 300 dpi
26.1.2. Color scheme:
a) Black 100% (K100%); or
b) Pantone 456 C; or
c) Pantone 201 C.
26.2. The logo and the reference to the grant may be published in a different page if the
location is approved by the National Library Foundation.

27. Before publishing the book, the publisher must send the proof of the book’s copyrights page to
the National Library Foundation for approval.
28. In case of printed editions, the minimum print run of the work translated must be of 1,000 (one
thousand) copies for first editions and of 500 (five hundred) copies in case of reprints.
28.1. Publishing projects with a print run of less than 1,000 copies for a first edition will be
subject to special analysis.

29. The publishing company is responsible for submitting the proper documentation concerning the
agreement between it and the National Library Foundation and the copyright agreement for
translating the book. Without this, the agreement between the publishing company and the National
Library Foundation cannot be signed.
30. The publishing company must:
a. Inform as soon as possible the FBN about any setback that may interrupt the translation and
publication of the work and that may modify or interrupt the agreement that formalizes the
payment of the grant;

b. Inform immediately the National Library Foundation about the replacement of its legal
representative or its employee in charge of the publication, as indicated in item 13 of
this announcement;
c. Refund the National Library Foundation if any unauthorized amounts are received.
31. If the publisher does not deliver the book under the terms and deadlines established by this
announcement and defined in the agreement, it will be required to return the amount paid in the 1st
installment.
31.1 In case the publishing company needs to postpone the delivery of the required copies, it
must inform the National Library Foundation, which will evaluate the demand.

Section X – Follow Up and Evaluation
32. The publisher must inform the National Library Foundation, during the agreement’s term, the
schedule for the translation / production of the book, the production phases and the release date of
the book.
33. Six months after the launch of the book, the publisher must inform the National Library that the
plan for the distribution and marketing of the book is completed.

Section XI – Final Considerations
34. This announcement will be available on the FBN’s website (http://www.bn.br/) and on the Ministry
of Culture’s website (http://www.cultura.gov.br/) and it will be published in the Diário Oficial da União.

36. All documents sent will not be returned and the National Library Foundation will decide if it will
archive or destruct them.
37. The National Library Foundation reserves itself the right to publish excerpts of the translations
with the purpose of promoting Brazilian literature and the Program for Supporting Translation and
Publishing of Brazilian Authors Abroad.
38. The granting of the incentive is conditioned to financial and budgetary availability, and the
selection will be characterized as an applicant contingency.
39. The expenses made for the application, such as the ones made with photocopies, mailing and
legal papers issuing, are of the applicant’s full responsibility.
40. The act of applying means that the publishing company agrees with all the items on this
announcement.
41. In case of any situation not mentioned in this announcement, the National Library Foundation’s
directing board will be responsible for analyzing and solving them.
